Scott Forman came to Fulcrum’s Basic Food Education Training
(BFET) program via Rachel at the SNAP Homeless Services
office. He is a recent widower from Kentucky with a long and
successful work history. His wife was from here, and her cousin
extended an invitation to come here for a fresh start. Scott had
been diligently searching for work since last fall, but was having no
luck finding employment. Worse yet, his savings depleted, he
suddenly found himself on the brink of homelessness. Little did he
know that one call to SNAP was about to turn his entire situation
around.
Even though Scott had lost so much, he was positive and smiling
every time he came into Fulcrum. He completed a BFET intake on
a Tuesday, completed the two day jobs skills class the next two
days, and secured a full –time job with Accra Fab in Liberty Lake
within two weeks. Scott tells us he is thrilled to be working for such
a great company. He states, “ Everyone here is no-nonsense. You
did everything you said you would. Thank you!”.

The Many Services We Offer
The Fulcrum main office schedules and facilitates intakes for the
Interchange, for many types of mediations, Anger Management,
Theft Awareness and Sharing the Children classes. The office
also contracts with Stevens County to mediate Small Claims cas-
es in Colville, Washington.
Intakes for the Interchange include private parties and DSHS
referrals, and can average between four and ten per week.
Mediations can include parenting plans, landlord/tenant issues,
real estate conflicts and home foreclosure. On average Fulcrum
will have five mediations per week. The Anger Management class
is a ten hour class conducted over a five week period, Theft
Awareness a five hour class spanning a two week period. Both
are held in the evenings. The Sharing the Children class meets
one or two times monthly in the evening.

New Pilot Business Partnership Program
A friend of Fulcrum Institute DRC approached the
Business Outreach Coordinator with an idea to set up
a pilot program with a large local concrete company.
The idea of the program is to get client’s without their
GED or Diploma hired through the companies human
resources apprenticeship program. The company will
train the clients and potentially help them join the
Union.
In the first pilot trial, four of the Education Department
clients were chosen to participate. If this pilot is
successful, the company will consider hiring more
people through the BRT and BFET programs. Other
companies maybe willing to try this approach if this
trial is successful.
Fulcrum’s Education Department is thankful for the
great efforts of everyone involved for bringing this pilot
program to life. We are most grateful to the wonderful
people at the concrete company for giving second
chances to individuals.

Roundtable
Program
(BRT)
The BRT program
continues to grow,
with new partnerships
occurring daily.
Several companies
throughout the
Spokane area have
agreed to work with
Fulcrum to get clients
employed. They
understand the
barriers some clients
face, and they are
willing to give them a
chance. BRT
membership currently
stands at 352
businesses. We
appreciate their
willingness to work
with us, and our
clients.
Fulcrum’s Interchange
The Interchange has had the pleasure of a
makeover over the last 5 months. Staff
members Kayla Webley and Sara Coleman
have gone out and retrieved donations, and
then volunteered their time to repaint rooms
and even donated new toys, games, and
movies for the families.
Fulcrum’s Interchange employees transport
children involved with DSHS to visitations
with their families.
Along with the Interchange on site operations,
Fulcrum has been accepting and providing
in-home visitation services for 10 months.
The Interchange program provides a safe
haven for children.
So far in January and February 2015 drivers
have driven a total of 46,581 miles average
of 23,290 per month.

Education Department
This quarter Fulcrum taught the identified core
classes at the Geiger Facility; Job Skills and Partners
in Parenting, along with a variety of other classes
such as Effective Communication, Emotional
Intelligence and Stress Management. At the request
of inmates and Geiger staff the Education Director
developed and implemented a 10 class Anger
Management course for men only. This is the only
Fulcrum course that inmates are pre-screened by
Geiger Program Officers.
This quarter, Sessions (23 and 24) will feature 116
certificates of completion given to 72 inmates; 18 of
which attended the two Breaking Barriers evening
graduations. Graduation requirements are 30 hours
or more of completed course work to attend the
evening graduation, 29 or less to attend the daytime
celebration.
Top completion honors go to Anger Management with
a graduation rate of 57% and Job Skills at 54%.
Fulcrum continued to use the closed class format
focusing on curriculum content and class discussion.
During this quarter Fulcrum received 2 MRT
referrals. MRT is split into two categories: Veterans
and non-Veterans and offered during the day and
evening.

2nd Annual BRT Appreciation Luncheon
Sometimes starting over takes more than one try!
Our elected officials, valued local businesses, and
community leaders who work with Fulcrum
Institute Dispute Resolution Clinic have the
opportunity to join us for lunch and hear the amazing
story of Dave Dahl, Founder of Dave’s Killer Bread!
The progress on Fulcrum’s Ash Street Workforce
Training Station continues to move forward. This
project was first envisioned approximately one year ago
to address a local need for job skills training and
affordable housing. The Ash Street Training Station will
occupy the building on the southwest corner of Ash &
Shannon at 1925 N. Ash Street. This building was the
former home of Nord’s Electric and has been vacant for
the past six years.
The Ash Street Training Station building will be
upgraded and remodeled to include three one bedroom
apartments, retail space, and training facilities. This
work is being funded by a grant from the City of
Spokane’s Community, Housing and Human Services
Department. Currently, two commercial tenants are in
the final stages of lease negotiations.
This project is very important for the Spokane
community and has the support of many local and
regional leaders. We are very excited about the level of
support offered and look forward to continuing work at
the Ash Street Workforce Training Station.

This work is being funded by a grant from the City of Spokane’s Community, Housing and Human Services Department. Currently, two commercial tenants are in the final stages of lease negotiations. This project is very important for the Spokane community and has the support of many local and regional leaders. We are very excited about the level of support offered and look forward to continuing work at the Ash Street Workforce Training Station.
