Big ‘R’ Remembrance encompasses national and
international events, commemorative activities and
major museums focussed on military service
Big ‘A’ Advocacy includes research, publication, political
lobbying and legal processes on matters regarding veterans
at the national & international level
Big ‘S’ Support is represented in the national
legislation and support mechanisms for financial,
medical and social assistance to veterans and families
Big ‘P’ Purpose is the global and national initiatives which
help the veteran hold on to or re-establish the sense of
purpose that underpins military service

Small ‘r’ remembrance includes unit history,
reunions, individual or team stories through
veteran groups, authors, social media,
community groups and schools
Small ‘a’ advocacy is conducted by the many
veteran advocates in the community on
behalf of individuals or small groups, usually
to right a wrong or win support for them
Small ‘s’ support is provided by the many
NGOs, charities and other entities that exist
primarily to provide assistance to veterans
and their families at the local level
Small ‘p’ purpose is the process, at an
individual or community level, of providing
the means for veterans to maintain the
sense of purpose often lacking after
discharge

1. The Veteran and family MUST be at the centre of decision-making.
2. A Covenant passed into law will set out the nation’s obligations to veterans. Some resources will follow the
veteran – not go to service providers first. Weak service providers won’t survive
3. For each of the four quadrants the capitalised section is for systemic functions. The lower case is for
matters relating to specific veterans or small groups.
4. Items in black plain font are providers that already exist in this quadrant
5. Items in red italic are possible solutions to gaps in the scan
6. Performance codes are subjective. DOG is weak, RISING STAR is good but there is room for improvement.
