Past: Accomplishments (July 2010 – June 2016)

• GAO is the supreme audit institution for the United States, and the investigative arm of the U.S.
Congress known as the Congressional Watchdog. International, federal, state, and tribal auditors
look to GAO Analysts to provide standards for internal controls and financial, performance,
regulatory, compliance, and accountability audits to improve efficiency and effectiveness; achieve
costs savings; and to promote revenue enhancement and knowledge transfer for the governing
and management auditing community worldwide.
• I am a former STEM scholar from the University of Michigan School of Information and School of
Management with degrees in Business Administration and Information Science, specializing in
Information Economics, Management, and Policy.
• As a GAO IT Analyst (Federal IT Auditor), my contributions helped to improve the performance and
ensure the accountability of the federal government for the benefit of the American people by
providing the Congress with timely information that is objective, fact-based, nonpartisan, non-
ideological, fair, and balanced. On various teams as an IT Team Analyst, I performed complex work
to build the government’s capacity to effectively and efficiently manage complex budgets in excess
of millions of dollars expended annually; sorted and controlled disparate and unintegrated data
and information; and my contributions helped to modernize antiquated technologies with the goal
of providing a return on investment for the U.S. federal government.

GAO Recognition
Results-based awards and commendations (FY2011 – FY2016)
Met every semi- and annual performance based compensation (PBC) award, meeting and exceeding every competency
target. No negative performance reviews from GAO management. Received last PBC in March 2016. Also, received other
merit awards annually and met CPE professional auditing requirements.
GAO Results through Teamwork award, Comptroller General/Executive committee recognition for “planning and
implementation of an enterprise criteria tool” for use in teams at the agency to conduct performance and financial audits.
GAO Team Excellence award, as a result of a financial accomplishment (benefit) of $309,157,190 funding reduction. Inclusion
as having met 3 information technology-centric performance goals from the GAO strategic plan.
- Assess efforts to strengthen the protection of the nation’s and federal government’s critical infrastructure and systems
(Goal 2.1.7).
- Assess the government’s planning, implementation, and use of IT to improve performance and modernize federal
programs and operations
(Goal3.3.6).
- Review the collection, dissemination, and quality of federal information (Goal 3.3.7).
GAO IT Diversity Speaker, Colorblindness: Diversity in Hiring presentation.
GAO Comptroller General Innovator award and recognition for “cost-saving timeliness contributions towards engagement
efficiencies”.
GAO International Fellows Presenter on Federal Information Security Management Act (FISMA).
Participant/Speaker at the GAO U.S. Comptroller General’s Education Advisory Panel. Regularly notified my alma mater of
opportunities for internships at the agency.
GAO Special Act award, Federal Information Security Management Act (FISMA) report “for sustained initiative, teamwork,
analysis, and time devoted to meeting deadlines during a government assessment of federal information security”.

Results-based awards and commendations (FY2011 – FY2016)
GAO IT Team leader, as CTAG Co-Chair, Feedback Chair, and active member of
the GAO EAOG, Union committees, IT Referencing, IT Diversity, and QCAP
groups. The IT Referencing group takes its policy guidance from the GAO APQA
(audit policy and quality assurance) team.
Led team efforts to disseminate quality assurance tips, amongst other activities
involving monthly public speaking and presenting opportunities, up to and
including introducing CPIO leadership to GAO interns and staff; and, I provided
substantial contributions to group efforts (outside of my areas of primary
responsibilities) that aided in the accomplishment of agency goals and
objectives.

Performance/SF50
I did consistently meet and exceed every semi- and annual professional audit performance target at the
agency, up to and including a performance based compensation (PBC) in March 2016, documented in a
notification of personnel action (SF-50).
Performance appraisals are independent assessments of performance and are completed by agency
designated performance managers.
Semi- and annual compensation is tied to performance, therefore, check stubs and SF-50s match what
is captured in the performance appraisal system.
(unless there are two sets of records being kept)
The SF-50 is a notification of personnel action that records performance, compensation (pay raises), and
other milestones.

Past: Accomplishments (July 2010 – June 2016) 6 • GAO is the supreme audit institution for the United States, and the investigative arm of the U.S. Congress known as the Congressional Watchdog. International, federal, state, and tribal auditors look to GAO Analysts to provide standards for internal controls and financial, performance, regulatory, compliance, and accountability audits to improve efficiency and effectiveness; achieve costs savings; and to promote revenue enhancement and knowledge transfer for the governing and management auditing community worldwide. • I am a former STEM scholar from the University of Michigan School of Information and School of Management with degrees in Business Administration and Information Science, specializing in Information Economics, Management, and Policy. • As a GAO IT Analyst (Federal IT Auditor), my contributions helped to improve the performance and ensure the accountability of the federal government for the benefit of the American people by providing the Congress with timely information that is objective, fact-based, nonpartisan, non- ideological, fair, and balanced. On various teams as an IT Team Analyst, I performed complex work to build the government’s capacity to effectively and efficiently manage complex budgets in excess of millions of dollars expended annually; sorted and controlled disparate and unintegrated data and information; and my contributions helped to modernize antiquated technologies with the goal of providing a return on investment for the U.S. federal government.   • 12. GAO Recognition Results-based awards and commendations (FY2011 – FY2016) Met every semi- and annual performance based compensation (PBC) award, meeting and exceeding every competency target. No negative performance reviews from GAO management. Received last PBC in March 2016. Also, received other merit awards annually and met CPE professional auditing requirements. GAO Results through Teamwork award, Comptroller General/Executive committee recognition for “planning and implementation of an enterprise criteria tool” for use in teams at the agency to conduct performance and financial audits. GAO Team Excellence award, as a result of a financial accomplishment (benefit) of $309,157,190 funding reduction. Inclusion as having met 3 information technology-centric performance goals from the GAO strategic plan. - Assess efforts to strengthen the protection of the nation’s and federal government’s critical infrastructure and systems (Goal 2.1.7). - Assess the government’s planning, implementation, and use of IT to improve performance and modernize federal programs and operations (Goal3.3.6). - Review the collection, dissemination, and quality of federal information (Goal 3.3.7). GAO IT Diversity Speaker, Colorblindness: Diversity in Hiring presentation. GAO Comptroller General Innovator award and recognition for “cost-saving timeliness contributions towards engagement efficiencies”. GAO International Fellows Presenter on Federal Information Security Management Act (FISMA). Participant/Speaker at the GAO U.S. Comptroller General’s Education Advisory Panel. Regularly notified my alma mater of opportunities for internships at the agency. GAO Special Act award, Federal Information Security Management Act (FISMA) report “for sustained initiative, teamwork, analysis, and time devoted to meeting deadlines during a government assessment of federal information security”. 12

Johnson © 2019 - 2020 Other GAO Recognition Results-based awards and commendations (FY2011 – FY2016) GAO IT Team leader, as CTAG Co-Chair, Feedback Chair, and active member of the GAO EAOG, Union committees, IT Referencing, IT Diversity, and QCAP groups. The IT Referencing group takes its policy guidance from the GAO APQA (audit policy and quality assurance) team. Led team efforts to disseminate quality assurance tips, amongst other activities involving monthly public speaking and presenting opportunities, up to and including introducing CPIO leadership to GAO interns and staff; and, I provided substantial contributions to group efforts (outside of my areas of primary responsibilities) that aided in the accomplishment of agency goals and objectives. 14

Performance/SF50 I did consistently meet and exceed every semi- and annual professional audit performance target at the agency, up to and including a performance based compensation (PBC) in March 2016, documented in a notification of personnel action (SF-50). Performance appraisals are independent assessments of performance and are completed by agency designated performance managers. Semi- and annual compensation is tied to performance, therefore, check stubs and SF-50s match what is captured in the performance appraisal system. (unless there are two sets of records being kept) The SF-50 is a notification of personnel action that records performance, compensation (pay raises), and other milestones. Alina J.
