2. INTRODUCTION
Mental health is an integral part of health and
wellbeing, as reflected in the definition of health in
the Constitution of the World Health Organization.
The overall goal is to promote mental wellbeing,
prevent mental disorders, provide care, enhance
recovery, promote human rights and reduce the
mortality and disability for persons with mental
disorders.
3. Mental Health:- Mental health refers to our
cognitive, behavioral, and emotional wellbeing – it is
all about how we think, feel, and behave. The term
‘mental health’ is sometimes used to mean an absence
of a mental disorder.
Mental Illness:- A mental illness is a medical
condition that disrupts person's thinking, feeling,
mood, ability, to release to others and daily
functioning . mental illness are medical condition that
often result in diminished capacity for coping with the
ordinary demands of life.
4. OBJECTIVES
The Government of India has launched the National
Mental Health Programme (NMHP) in 1982, with the
following objectives:
To ensure the availability and accessibility of minimum
mental healthcare for all in the foreseeable future,
particularly to the most vulnerable and underprivileged
sections of the population.
To encourage the application of mental health knowledge in
general healthcare and in social development.
To promote community participation in the mental health
service development and to stimulate efforts towards self-help
in the community.
5. Components of NMHP
Treatment of Mentally ill
Rehabilitation
Prevention and promotion of positive mental health.
6. Strategies
Integration mental health with primary health care
through the NMHP
Provision of tertiary care institutions for treatment of
mental disorders
Eradicating stigmatization of mentally ill patients and
protecting their rights through regulatory institutions
like the Central Mental Health Authority, and State
Mental health Authority.
7. DISTRICT MENTAL HEALTH
PROGRAM (DMHP)
NIMHANS developed a program to operationalize and
implement the NMHP in a district. DMHP was
launched in 1996 with an aim to achieve the objectives
of NMHP.
Pilot project of District mental health program was
done at Bellary district in Karnataka.
8. District Mental Health Program
Objective: -
To provide sustainable basic mental health services to
the community and to integrate these services with
other health services
Early detection and treatment of patients within the
community itself
To reduce the stigma of mental illness through public
awareness.
To treat and rehabilitate mental patients within the
community.
9. Strategies:
a) Service provision: provision of mental health
outpatient & in-patient mental health services
with a 10 bedded inpatient facility.
b) Out-Reach Component:
Satellite clinics: 4 satellite clinics per month at
CHCs/ PHCs by DMHP team
Targeted Interventions: Life skills education &
counseling in schools, college counseling services,
work place stress management, and suicide
prevention services
10. c) Sensitization & training of health personnel:
at the district & sub-district levels
d) Awareness camps: for dissemination of awareness
regarding mental illnesses and related stigma
through involvement of local faith healers, teachers,
leaders etc
e) Community participation: Linkages with Self-help
groups, family and caregiver groups & NGOs working
in the field of mental health
Sensitization of enforcement officials regarding legal
provisions for effective implementation of Mental
Health Act
11. Training of medical, paramedical personnel and
community leaders
Community Mental Health care through existing
infrastructure of the health services
Information, Education and Communication (IEC)
activities
12. As of now, 241 districts have been covered under the
scheme & it is proposed to expand DMHP to all
districts in a phased manner.
Manpower (on contractual basis): Psychiatrist, Clinical
Psychologist, Psychiatric Nurse, Psychiatric Social
Worker, Community Nurse, Monitoring & Evaluation
Officer, Case Registry Assistant, Ward Assistant/
Orderly.
Financial support @ Rs. 83.2 lakhs per DMHP.

SCREENING PROGRAMMES: Simple questionnaires should be
developed and administered.
For Early and Effective Treatment.
15. In Tertiary prevention ;
providing diversion therapy, Recreation therapy,
Community Mental Health Facilities, Day-Evening
Treatment/ Partial Hospitalization Programs,
Community Residential Facilities, Support Groups.
