Editor's Notes

  1. - Original agreement was written on a cocktail napkin at El Azteco. - Management from each of the three agencies had heard about other supported employment programs and felt that it would be beneficial to people with mental illness in the Lansing area to start a local program. - Early CWEP caseloads - mostly lower skilled jobs (Meijer, McDonald’s, other food service, etc). Currently CWEP serves individuals with a broader range of skills and abilities. In addition, CWEP also serves individuals who are not necessarily as severe as before.  - CWEP received a JM Foundation award in 1990-1991. Was a national award for human services in community based vocational development. - Mental illness stigma was one of the biggest barriers to employment in the early days of CWEP. Today stigma has been lessened (due to the efforts of organizations like NAMI), and CWEP clients have a wider selection of jobs due to this.
  2. - Difference between Supported Employment and traditional vocational rehab services: - SE is for individuals with the MOST significant disabilities, for whom competitive employment has not typically occurred. - SE clients have a job developer assigned to them to do individualized job development, placement and retention. - SE clients receive more intensive follow up from placement specialists, and extended services well beyond placement. Including job coaching, twice monthly follow up at the worksite, and extended follow up. - Most important is the close collaboration between placement specialists and the treatment team. - Note that the 57% success rate takes into account only initial placements, not extended follow up or job retention.
  3. - Peckham Employment Specialists provide the lion’s share of direct services. The client uses the ES as his/her main contact with the program.
  4. - MRS works with people with disabilities whose disability is a barrier to employment. If the disability does not act as a barrier to employment, the client is not MRS eligible. - For CWEP, MRS provides funding and oversight.
  5. - Describe process of referral: - Client expresses desire to work to case manager. - Client is referred to CMH vocational specialist, who performs intake interview with the client to help determine disability related barriers, explains CWEP process to client, and helps determine if client is ready and motivated to find work.
  6. - At least twice monthly contact, at the worksite unless client does not want worksite contact (we keep confidentiality). - Examples of accommodations: Task lists, reminders (Mike A.), modified work schedules, ergonomic equipment, etc.
  7. - Give examples of people returning to CWEP and why that might happen: - Marge G. (due to change in physical disability). - Jenny B.
  8. How do we address these challenges? - Recurring symptoms: Maintain close contact with CMH treatment team and act as liaison to assist with getting timely services (Gilbert P.). Also assist clients with coping skills to deal with symptoms on the job. Also educate employers about symptoms and the best ways to assist employees with coping. - Long gaps in employment history: OJE, Charter House, functional resumes. - Substance abuse: Often clients are self-medicating with substances or not taking medications as prescribed. We provide support and referrals to treatment if client wants help. Also can do drug tests to ensure clients are sober prior to job seeking and interviews. - Criminal Records: Sometimes clients had run ins with the law prior to treatment for mental illness. We work with them on the best ways to talk to employers about their offenses. We provide background checks so we are aware of records prior to job seeking. If parole restrictions, we help find jobs that are within those limits.
