Minutes of the meeting held at coal block on 6.04.2012:

Mr Shiv Chandar Singh (KCPL’s Sub-contractor)
1. Mr Choudhury raised the point why threats were given to PMC staff by contractor after
every running bill is submitted for the last 2 months. Mr Chetan said that if it has happened
then it was and he will make sure that it will not be repeated in future .
2. Issue of extra items was raised by Ankur Agarwal and it was decided that only Chimney for
the generators and cables for transformer up to panel room and cable for DG to panel room
is required be considered . Regarding landscaping it was decided that grass and basic
landscaping will be provided by KCPL and balance will be managed by the MHFPL. Regarding
external lighting it was decided that it has to be provided by MHFPL and KCPL will do the
installation alone ie; labour charges will not be paid . With this the issue of extra items has
been closed and accepted by all. All other items are included in the scope of the contractor
which was accepted by Mr Chetan. Mr B K Goyal suggested that 20% which had been kept in
abeyance out of KCPL’s payment be added back as they have agreed to all work and the
same old payment schedule be adopted hence forth for passing /payment of their future
bill. Mr Choudhury and Mr Chetan both agreed to the same.
3. Mr Chetan said that they can complete the work within 3 months. It was decided that KCPL
will present a road map of activities for completion of the project within 3 months time, for
this they require time upto 11.04.2012.
4. Mr Adarsh Jain raised the point that KCPL has not provided unions in the water down comer
lines. Mr S N Jha and Basant objected that Adarsh Jain should have told them to do so while
the line installation was done at that time itself and should have prevented them . Now
telling them to provide unions in every floor will involve additional labour cost . Mr Adarsh
has resisted saying that it was told to them in the beginning itself but their staff refuses to
listen. It was finally decided that KCPL will provide the required union connections to every
floor without claiming any extra amount.
5. Mr Adarsh said that plumbing work is only 50% complete as of today and unless the
plumbing labour is doubled ,work cannot be completed within 3 months. He said that they
had only 8 skilled persons in the plumbing front.
6. Regarding Electrical work, Mr Chetan said that since they were facing fund constraints due
to delayed payments from MHFPL, they were unable to purchase the required cables etc
and that’s why there is delay in the work. Mr Choudhury said that only Rs 40 lacs of the old
payment was balance in KCPL’s account and all other payments had been cleared, so where
was the problem. Mr Chetan referred about the recent bill of dt 3rd
April which is pending
.However Mr Chetan agreed that by 16th
April`12 this work will also be started and
completed by 15th
May`12.
7. Most of the materials, in the scope of supply of MHFPL, have been supplied i.e. Ceramic
tiles, Vetrified Tiles, Granite, Sanitary ware, C.P fittings, Electrical boxes, switches and plates.
Mr S N Jha and Mr Chetan raised the point of supply of Kota stone, for which Mr BKG has
told them to complete the work of fitting of all the materials supplied and Kota stone, HVAC,
and Light fittings will follow.
8. Mr Chetan raised the point that he may be allotted further work for which Mr Choudhury
and Mr B K G have told him clearly that work can only be allotted after the existing work is
completed in all respects.
9. Mr Choudhury informed Mr Chetan that incase work is not completed in 3 months then any
payment made to the PMC beyond 3 months (till June 2012))will be recovered from their
bill. Mr Chetan said that no evaluation of delay has been done so far, for which Mr
Choudhury said that he is only talking about the further 3 months and not the past. Mr
Choudhary has once again stressed Mr Chetan to prepare a realistic road map of the
activities for completion of the project and to send before 11.04.2012, which was agreed by
Mr Chetan .
