• Upon completion of remedial action, hazardous substances,
pollutants, or contaminants remain above levels that allow
for unlimited use and unrestricted exposure
• Any Record of Decision signed on or after October 17, 1986
[effective date of Superfund Amendments and
Reauthorization Act (SARA)]

• Remedial action construction
– Initiation of construction triggers the Five-Year Review clock
• No remedial action construction (e.g., monitored natural

• First Five-Year Review completed within five years
• Subsequent Five-Year reviews completed no later than five years after
previous Five-Year Review reports
