Dorothea Dix was a 19th century activist who worked to improve treatment of the mentally ill in prisons and advocated for the creation of the first American mental asylums. In the early 20th century, treatment in asylums was harsh and inhumane, isolating patients and discouraging their participation in society. Deinstitutionalization in the 1960s was spurred by overcrowding and abuse in institutions and replaced them with community mental health clinics. Federal acts since then have aimed to establish parity between mental and physical health insurance coverage and improve community resources for the mentally ill. Views differ between Democrats and Republicans on the federal government's role in mental health policy and funding.
