State and local governments can issue zero-interest bonds called Qualified Zone Academy Bonds to finance public school programs in designated zones. Private businesses must contribute at least 10% of the bond proceeds in the form of money, equipment, or services. Individuals and companies that purchase the bonds receive federal tax credits in lieu of interest payments.
