New OSHA Reporting Requirements to Begin in 2017
This coming year, submitting OSHA records has a
newsense of urgency. Each year, members must
post OSHA injury and illness records from the prior
year for employee reviewbetween Jan. 1 through
March. However, for electronically reporting illness
and injury data changes the process significantly.
Most companies will need to electronically submit
their OSHA data by July 1, 2017.

UA Convention Resolution
Expands the UA's 50 Points
of Work Jurisdiction
The UA's 39th General Convention adopted a
resolution expanding the UA's 50 Points of Jurisdiction with four specific types of work
effective January 1, 2017. The Convention adopted Resolution L-37 to add:
1. Building Information Modeling for laying out piping work (updating the reference to
computer aided drafting - an outdated term - adopted at the 2011 UA Convention) at
Points 1 and 37, or wherever the General President sees fit on further review;
2. Operation of computerized global positioning systems for laying out piping work
will be added at Points 40 and 44, or wherever the GP deems appropriate later;
2. 3. The installation sheet copper lining (a substitute for lead lining in x-ray rooms,
pools, fountains, showers, swimming pools, tanks and vats for all purposes, and roof
flashing) will be added at Point 10, or wherever deemed appropriate later; and
4. The installation of helical piers (steel foundation pins driven into soil to stabilize a
building foundation) will be added at Point 10, or wherever judged appropriate later.
When the UA amends/expands its scope of work jurisdiction at a Convention, local area
collective bargaining agreements with UA locals that recite acceptance of the current UA
50 Points of Jurisdiction, without a date reference, are at risk of being interpreted to
accept automatic expansion of the scope of work by operation of the undated cross
reference.
To the contrary, if the recitation of incorporation by cross reference in the scope of work
provisions of the CBA of the 50 Points is expressly noted as of a date certain (prior to the
2016 Convention, for example); or, if the CBA lists the full language of the 50 Points as
of a previous date, then the scope of work expansion would have to be incorporated into
the CBA by bargaining agreement and amendment.
Recommended Practices for Safety &
Health Programs
OSHA has recently updated the Guidelines for Safety and Health
Programs it first released 30 years ago, to reflect changes in the
economy, workplaces, and evolving safety and health issues.
The new Recommended Practices have been well received by a
wide variety of stakeholders and are designed to be used in a
wide variety of small and medium-sized business settings. The
Recommended Practices present a step-by-step approach to implementing a safety and
health program, built around seven core elements that make up a successful program.

The MCA of Las Vegas and SMACNA of
Southern Nevada hosted a joint Holiday
Party on Friday, December 2 at Canyon
Gate Country Club. The event featured
carolers from Las Vegas Academy High
School and a visit from ol' Saint Nick
himself! Santa surprised those in
attendance by handing out raffle prizes
valued at more than $6,500!

4. 2017 Fabrication
Conference
Registration
is Now Open!
This year's fabrication conference features a tour of Salt Lake City-based CCI Mechanical, Inc.
CCI's tour will include visits to the company's two fabrication facilities, 1) a 10,000 sq. ft. pipe
shop that generates plumbing, carbon and stainless piping systems, custom skids and steel
fabrications for the commercial, pharmaceutical, commercial and industrial markets and, 2) an
18,000 sq. ft. sheet metal shop. The two shops are representative of the size and scope of
many MCAA members' fabrication facilities.
There are several presentations designed to improve shop operations and productivity. They
include: The Next Generation Fab Shop; Strategies for Supervising and Managing Fabrication
Shop Personnel; Lean Construction--Pull Planning; and John Koontz will focus on Fabrication
207 -it's all about people and pipe.
Attendance is capped at 150. To enable as many companies as possible to attend,
participation is limited to two attendees per company including its subsidiaries.

City of Henderson Implements New Permit System
The City of Henderson will implement its new permit management system on Monday, March
6, 2017. To help contractors navigate the new portal, the city will give presentations on
January 25 and 26 in both the morning and afternoon demonstrating how to use the system.

& Research Foundation, the $1,000 grants are for MCAA members who hire students
majoring in disciplines related to our industry. MCAA members may apply for up to two
