Overview
• Coking coal priced annually till 2010. Prices set by
negotiation between leading coal producers (usually BHP)
and leading steel mills (usually Nippon)
• In 2009, BHP flags intention to commoditize coking coal.
Quarterly benchmark system introduced in 2010
• BHP leads negotiations with Japanese steel mills and sets
quarterly index until end 2013
• From then on, Anglo (occasionally others) takes lead for
quarterly talks
• Over the last ten years Nippon consistently rejected anything
other than a benchmark

The lead-up
• In late March 2017, Q2 (April-June) talks nearing conclusion
Friday before Cyclone hits.
• Spot prices are around $155-160/t FOB (PHCC)
• Ports shut, exports stop = negotiations end.
• Despite absence of FOB deals ex-Qld, spot price climbs over
$300. Cargoes on the water or in Chinese warehouses are
sold/onsold to Japan and others to plug gap.

• Event occurs days before a price for Q2 (April-June) is set to emerge
(estimated at $160 FOB)
• Quarterly negotiations suspended
• Spot tonnes from Queensland disappear
• Some 15mt exports lost from Queensland, mostly hard coking coal
• Chinese traders quickly take on role of swing supplier to Asian mills
• Mongolian coal is placed into Japan
• Japanese quarterly benchmark price mechanisms collapse
