This was an idea I shared with the Recreation Director in South Orange New Jersey about starting a kickball league. Most of the numbers and name of teams are made up, but guidance from a more experienced recreation leader will help me make this into a more achievable program.

Who Am I?
My name is Joseph “Joe” Reed. I was born and raised in
Anderson, SC. I graduated from Westside High School in 2009
and received a football scholarship to Saint Augustine’s
University in Raleigh, NC. While I attended my university I
was the captain of the football team from my sophomore year
until I graduated in 2013. I helped lead my university to win
their first ever bowl game in 2010 and was named on the all-
conference defensive team my sophomore year. I also worked
for Raleigh Parks and Recreation as a T.O.P.’s (Teen Outreach
Program) Counselor and a summer camp counselor. I obtained
my Bachelor of Science degree in Sports Management with
future aspirations of becoming an Athletic Director or a Parks
and Recreation Director.
I moved to NJ 2 years ago and currently work as an
paraprofessional for the Essex Regional Educational Services
Commission. I have been placed at South Orange Middle school
in South Orange, NJ for the past year and half and I have helped
my “kid” pass the 7th
grade, and on the verge of helping him
pass the 8th
grade. I am also the head coach for the 9th grade
and
J.V. football teams at Columbia High School in Maplewood NJ,
a afterschool counselor for “Youthnet” at Maplewood Middle
school, a recruiter for Athletes For College, and a summer
camp counselor at the YM-WHA (YMCA) of Union.

Why Kick Ball?
Kickball is one of the first sports I ever played growing up.
While I attended the Boys and Girls club in my hometown, this
was basically what helped me become the “athlete” I am today.
This sport has been played for years and is the easiest to learn
and pick up. As a kid, I’m sure everyone played kickball at
school or pickup games at summer camps. Unlike baseball or
softball, you do not necessarily need hand eye coordination to
play kickball, and unlike basketball and ultimate Frisbee you
don’t need athleticism to play. For kickball all you need is a 10”
ball, 4 bases, and the ability to run or even jog.
I mentioned baseball, softball, basketball, and ultimate
frisbee because those are currently the only summer sports going
on at the time for adults in Maplewood South Orange are. I do
love sports, but I believe certain sports are not made for
everyone of all ages to play. Most adults who play those
mentioned sports either have background in playing from recent
years, or are just trying to find something active to do. Baseball
and Softball are not active unless you are able to hit the ball, and
even when you’re not hitting the ball you have to have hand eye
coordination in order to field and catch the ball. Basketball and
ultimate frisbee are great sports, but unless you have great
cardio, and skill set you’re just out there wasting your time.
Kickball is fun, active, and most importantly, easy. Even though
it’s easy, it’s still very competitive.
Kickball does require hand eye coordination, but not as
much as baseball or softball requires. Instead of trying swing a
bat at a ball that is tossed or thrown at you, you’re kicking a 10”
ball that is rolled to you. Instead of trying to develop a skill set

of catching with your off hand and throwing with your strong
hand, all you need for kickball is the ability to catch a ball with
two hands. Kickball does require athleticism, but not as much as
you need when you’re playing basketball and ultimate frisbee.
This sport can be innovative and help bring the community of
Maplewood South Orange even closer. People of all genders can
play and it’s so easy to be involved and be active. I think this
wonderful community of Maplewood South Orange is ready for
something new, and this will be a perfect way to bring everyone
out to enjoy each other’s company and the wonderful parks and
facilities of Maplewood and South Orange, NJ.

Rules
Equipment
 10” Kickball.
 4 bases (including home plate).
 Athletic shoes must be worn. NO METAL CLEATS.
 All players must wear Maplewood South Orange Kickball T-Shirts OR same colored
shirt.
Referees
 They will be provided by Maplewood South Orange Kickball for all games
 Referee must be aware of Maplewood South Orange Kickball Rules and has the final
ruling at all times. No arguing will be condoned and the referee can throw any player out
at their discretion.
Players
 Players must be registered and on the roster of the team they are playing for. To avoid
forfeits, teams will be allowed to use substitutes but will automatically give up 2 runs
per substitute. Example: if you use 2 substitute players, you automatically are down 4
runs. All subs must be registered for the Maplewood South Orange kickball summer
season.
Teams
 Team roster must consist of at least 10 players but no more than 15 players
 Teams must field a minimum of 8 players no more than 10 (including pitcher and
catcher).
 At least 30% of roster must be females. Example: 10 players 3 females, 15 players 5
females.
 Teams must have a catcher.
 No more than 6 infielders.
 Teams must have a captain who is responsible for submitting kicking order to referee
before each game begins.
 Kicking orders cannot be changed once handed in to the ref unless a player shows up
late. If that occurs that player must kick last. Kicking out of turn automatic out.
 No more than 3 males can kick in a row including when the kicking order wraps
around to the top.
 All players on team MUST KICK.
 All players must field at least one inning (pitching and catching included).
 At least one female must be fielding at all times.
Games
 Games consist of 7 innings or 1 hour (whichever comes first). If game is tied after 7 full
innings the game ends as a tie.

 If time is reached, they must complete the inning as long as home team is losing or tied.
 If weather stops game it will be considered a full game if 4 full innings are completed
(3.5 if home team is winning).
 If weather stops game that is less than 4 innings (or 3.5 if home team was losing), it will
be picked up where the game ended last.
 Games will start on time as scheduled.
 Teams that cannot field at least 8 players or does not have 30% of female teammates will
be given a 10 minute grace period. The game is considered a forfeit once grace period is
reached.
 Players who arrive late cannot jump in field mid inning.
Pitching
 All pitches must be rolled underhanded. If ball is rolled overhanded it will be considered
a ball.
 Pitcher must remain behind the pitchers strip until the ball is kicked or attempted to be
kicked. If they step in front of strip it is considered a ball.
 Rolled balls must touch the ground. Cannot exceed more than 2 bounces, if so it is
considered a ball.
 The strike zone extends one foot on either side of home plate. Any ball outside of strike
zone will be considered a ball.
Fielding
 Fielders must remain behind invisible 1st
to 3rd
base diagonal line until ball is kicked
or attempted to be kicked. Failure to do so will be considered a ball.
 Catchers must field behind kicker and not cross home plate until ball is kicked or
attempted to be kicked. Failure to do so will be considered a ball.
 No more than 6 in fielders (including pitcher and catcher) until ball is kicked or
attempted to be kicked.
 Runners hindered by a fielder not making a play on the ball will be ruled safe.
 No infield fly rule.
Kicking
 Kickers must stand no further than 6’ directly behind home plate.
 All kicks must be made by foot or leg. Any ball kicked on or above knee is a strike.
 All kicks must be made on or behind home plate. If contact is made and either foot is
above home plate, that is considered a strike.
 No bunting. Any kick that is not fully swung through or INTENTIONALLY kicked
softly is considered a strike.
Running
 Runners must stay within baseline.
 Leading off and stealing are not allowed. Runner must leave at least one foot on base
until ball is kicked. Any runner who is off their base before ball is kicked is automatically
out.

 Hitting a runner’s neck or head with ball is not allowed EXCEPT WHEN RUNNER IS
SLIDING INTO BASE. Any runner who is hit in head or neck is automatically safe and
advances to the base he/she was running to before they were hit in the head/neck area.
 If runner hits or kicks the ball out of bounds after being out, the plays is dead and runners
return to base they were at last before the ball was hit or kicked out of bounds.
 After a kicked ball is caught and the runners are off the base, they must tag the base they
were on originally before the ball was kicked in order to advance to the next base. If the
runner did no move of the base before the ball was caught, the runner can advance as
soon as the ball is caught.
 All ties go to runner.
 Runners can over run first base and home plate.
 Running past another runner is not allowed. Any runner that passes another runner is
automatically out.
Balls
 A count of four balls automatically advances the runner to first base.
 A ball consist of:
o Ball is rolled outside of strike zone (Called by the ref).
o Ball is not rolled underhanded
o The pitcher steps in front of pitching strip.
o Fielder advances in front of invisible 1st
-3rd
base line before ball is kicked.
o Catcher advances in front of kicker or crosses home plate before ball is kicked or
attempted to be kicked.
o More than 6 players are infield before ball is kicked.
 You cannot intentionally walk a player. If a pitcher intentionally walks a kicker, the ref
can advance the kicker to second base.
Strikes
 Three strikes are an out.
 A strike is:
o A pitch is within the strike zone as called by the ref and is not kicked
o An attempted kick is missed by the kicker inside or outside the strike zone.
Fouls
 Three fouls in an automatic out. Foul balls ARE NOT STRIKES they have a separate
count and are not strikes.
 A foul is:
o Kicked ball landing outside the foul line (1st
and 3rd
base). Or behind the home
plate. If ball lands on foul line after 1st
and 3rd
base it is not a foul.
o A ball landing inside foul line, but then going outside of foul line before reaching
1st
or 3rd
base.
o Ball is kicked on or above knee.
o Kick made in front of home plate. If the kicked ball is caught, that runner is out.
o Ball that touches fence around home plate area can be caught for an out.
o All is kicked or touched more than once in foul territory, or stopped by the kicker
in foul territory.

o Kicked ball in flight touched by fielder in foul territory and not caught.
o Double kick
o A bunt (determined by referee.)
Outs
 A count of three outs by a team completes the half of the inning.
 Outs consists of:
o 3 strikes.
o 3 fouls.
o Runner who is touched by the ball, or who touches the ball anytime while off the
base. EXCEPT WHEN RUNNER IS TOUCHED ABOVE SHOULDERS.
o Any kicked ball, fair or foul caught before touching the ground.
o Ball tag on base where runner is forced to run. Tagger must have clear possession
of the ball.
o Any runner passed by another runner.
o Kicker kicking out of order.
o More than 3 males kicking in a row.
Balls in play
 Once pitcher has ball in control and is in the mound area, the play ends. Any runners off a
base heading to the next base must return to their original base.
 Runner purposely touches or stops the ball, the play ends and the runner is out. All other
runners return to the base they were running from.
Substitutions
 Pitchers can be replaced once per inning by another fielder for non-injuries. When an
injury occurs the pitcher may be replaced by a player on the bench.
 Injury after kicking and reaching the base, a runner can be substituted at the end of the
play by the last kicker of the same sex that is not on base.
 Once a player is substituted, they are no longer eligible to field or kick for the remainder
of the game.
 Pinch runners are allowed if runner can’t run. The pinch runner must stand BEHIND
home plate and cannot run until ball leaves the foot of the kicker.
 Pinch runner must be used the very first time the kicker kicks.

Locations
In order to successfully play kickball you need a baseball/softball field. The rules and
equipment needed for baseball/softball are similar, so similar locations would be smart. Below
are a list of available fields and their locations you use during spring baseball/softball. Most
events taking place on the fields end in the middle of June so they will be free during the summer
months of June through August which is when I want to start the league.

The Kick Ball League
Fees:
 $50 per team ($5 a person for the minimum 10 player roster). This money goes towards:
o T-shirts.
o Trophy for championship.
o Paying ref’s per game.
 $10 per game. This will be handed to the ref along with their kicking order. THE GAME
WILL NOT START UNTIL THE $10 FEE AND KICKING ORDER IS IN THE
HANDS OF THE REF.
T-shirts
 For team names there will be a “1st
come 1st
serve” to avoid duplicate team names.
 When you register your team there will be a T-shirt form that will need to be completed
with first and last names and desired numbers (no duplicate numbers). The sheet needs to
be turned into the head of the kickball league no later than 2 weeks before season starts.
 There will be team colors and no duplicate team colors in the division to avoid confusion.
 Everyone on team must either have on team T-shirt OR same colored shirt during the
game. Failure to do so is 1 run per person. Ex: 2 people no T-shirts = 2 runs given up.
Divisions
 No more than 5 teams per division
 Point system for divisional playoff’s seeding.
o Win = 5 points
o Tie = 3 points (per team)
o Loss = 0 points
 Each team in division will play each other once
 Mercy rule (10+ points). Once a team is up 10 points after 4 innings the mercy rule will
be applied and the game is over.
Playoffs
 There will be Divisional Playoffs to determine which team goes into the League Playoffs
 Seeding will be based on win/loss point system.
 If odd numbers of teams are in division, top seed gets a “bye”.
 League Playoffs will be between the winners of each divisional playoff.
 League Playoff’s seeding will be determined by the amount of points SCORED during
divisional playoffs.

Conclusion
As you can see everything is planned and organized, the next step is finding
sponsors to help promote this Kickball League. I will start asking around the
community for sponsors, as well as advertising this league with your approval. I
would love to start this league next summer. This will give us time to get more
organized with time schedules, field booking, etc. This will also give us more time
to have more teams participating.
I believe with this plan and some help with you, we can help start something
new, active, and most importantly FUN in Maplewood South Orange. Every Adult
wishes they can have their childhood back, and this is a perfect way to feel young
again. This will be one of the biggest events to happen in Maplewood South
Orange and I cannot wait to get started!
