Pointing the way to improved performance
Establishing an Enterprise Governance Framework
for a Major Hospital System
Background: Hospitals and health systems face numerous challenges brought about by the Federal
Accountable Care Act (ACA) and other federal and state legislations. Our client, a Midwest-based
hospital system, created a well-articulated enterprise mission, vision, and cultural values to compete
in this new environment. In order to effectively implement their vision, our client sought the
following assistance:
• Establish an effective governance process for identifying, evaluating, and prioritizing
strategic investments
• Form an IT Steering Committee to optimize the organization’s technology investments
• Assess the organization’s high- and medium-level in-"ight projects
• Design an Enterprise Services Delivery (ESD) organization to manage the organization’s
investment selection and project delivery processes
ME 360 Solution: Management Edge 360° uses the following enterprise governance framework to
help organization assess their current capabilities and develop continuous improvement initiatives.
Our self-assessment tool evaluates the organization’s capabilities across 9 areas, comparing their

identifying, approving, and prioritizing IT projects. This
is crucial to enabling the organization to optimize their
technology investments.
Project Health Assessment Scoring Models: Tailored
ME360’s project scoring model to evaluate 100+ active
projects. The organization will be able to use this
scoring model going forward to assess project
performance and receive early warning indicators of
potential issues.
Standard Project Management Templates: Created
standard templates for the basic project management
functions including the project charter, project
schedule, risk, issue, change management and status
reports. Instructor-based class with case studies
enforces the concepts.
Enterprise Services Delivery Organizational Design:
Created enterprise-, department-, and program-level
PMO structures and governance models for use on the
organization's business critical initiatives. These
templates enable the organization to “jump start” the
creation of governance models for new initiatives.
