management, maintenance, storage, and movement
of baggage. Ground handlers performing below-wing
services need to have operating rights from the
airport. They also need the equipment and training
for specific functions like fueling, marshaling, towing,
and fueling. The airport will require that they have
adequate insurance. Ground handlers might need
additional certification in certain parts of the globe.
