Kentucky faces an unprecedented threat from surrounding states that have adopted gaming to boost their horse racing industries and are incentivizing Kentucky owners, trainers, and farmers to relocate. Eleven of the twelve racing states nearest to Kentucky have growing horse industries through gaming revenue and in 2010 will offer over $1.2 billion in purses and breeder awards. This threatens Kentucky racetracks like Ellis Park, which was forced to cut its 2009 race dates due to overlapping dates with higher-paying Indiana tracks, and could threaten Turfway Park as well.
