This article presents a framework, transition management, for
managing complex societal systems. The principal contribu-
tion of this article is to articulate the relationship between
transition management and complex systems theory. A better
understanding of the dynamics of complex, adaptive systems
provides insight into the opportunities, limitations, and con-
ditions under which it is possible to influence such systems.
Transition management is based on key notions of complex
systems theory, such as variation and selection, emergence,
coevolution, and self-organization. It involves a cyclical process
of phases at various scale levels: stimulating niche develop-
ment at the micro level, finding new attractors at the macro
level by developing a sustainability vision, creating diversity by

Introduction
Our society faces a number of persistent prob-
lems whose symptoms are becoming more and
more apparent. Persistent problems are complex
because they are deeply embedded in our societal
structures; uncertain due to the hardly reducible
structural uncertainty they include; difficult to
manage, with a variety of actors with diverse in-
terests involved; and hard to grasp in the sense
that they are difficult to interpret and ill struc-
tured (Dirven et al. 2002). Persistent problems
are the superlative form of what Rittel and Web-
ber (1973, 160) refer to as “wicked problems.”
An example of a persistent problem is the energy
problem, with anthropogenic climate change as a
manifestation (Energy Council 2004). Persistent
problems cannot be solved through only current
policies (Ministry of Housing, Spatial Planning
and Environment 2002; Social and Economic
Council of the Netherlands 2001). Persistent
problems are related to the system failures that
crept into our societal systems and that, contrary
to market failures, cannot be corrected by the
market or current policies. System failures are
locked-in flaws in our societal structures, such as
technological bias, weak or dominant networks,
institutional barriers, and path dependencies.
Combating system failures requires a restruc-
turing of societal systems—that is, a transition. A

ABSTRACT
Within the developed nations deterioration in the basis of society, as dramatically demonstrated by the
Lehman collapse, has reached extreme levels, and currently the formation of pro-change agents is
approaching a decisive stage. Here, we will construct a complex systems 'criticality' model, apply it to
social change, and examine its reliability and validity. The model derived a power law distribution of
the output of social change. The validity of the model was verified by examining vote shares of
parties in Japan. Based on the results of this examination, we propose a new quantitative strategy
“information entropy enhancement” for social change.

INTRODUCTION
Complex societies, such as the developed capitalist country of Japan, are networks of complex
systems that evolve around the focal point of struggle between pro-change and pro-establishment
powers. The pro-change forces are in turn composed of networks of complex systems having
diverse connections (information, needs, movements, cooperation/collaboration etc.) between
various individuals and groups, in order to break free of existing systems and effect a shift to
a new system. Social change manifests in the ‘critical state’ of mutual antagonism and
conflict between the pro-change and pro-establishment powers, while the dimensions of the
change (quantitative and qualitative) are defined by the network pattern of the pro-change
power. Simultaneously, the heretofore dominant pro-establishment power is relegated to a
secondary role. In this article, we will generalize the quantitative theory of adaptive animal
behavior [1-3] into a ‘criticality’ model of complex systems (Appendix), apply it to the
quantitative aspects of social change, construct a model for complex systems social change,
and examine the model’s effectiveness.

understanding of the dynamics of complex, adaptive systems
provides insight into the opportunities, limitations, and con-
ditions under which it is possible to influence such systems.
Transition management is based on key notions of complex
systems theory, such as variation and selection, emergence,
coevolution, and self-organization. It involves a cyclical process
of phases at various scale levels: stimulating niche develop-
ment at the micro level, finding new attractors at the macro
level by developing a sustainability vision, creating diversity by
setting out experiments, and selecting successful experiments
that can be scaled up.

Introduction
Our society faces a number of persistent prob-
lems whose symptoms are becoming more and
more apparent. Persistent problems are complex
because they are deeply embedded in our societal
structures; uncertain due to the hardly reducible
structural uncertainty they include; difficult to
manage, with a variety of actors with diverse in-
terests involved; and hard to grasp in the sense
that they are difficult to interpret and ill struc-
tured (Dirven et al. 2002). Persistent problems
are the superlative form of what Rittel and Web-
ber (1973, 160) refer to as “wicked problems.”
An example of a persistent problem is the energy
problem, with anthropogenic climate change as a
manifestation (Energy Council 2004). Persistent
problems cannot be solved through only current
policies (Ministry of Housing, Spatial Planning
and Environment 2002; Social and Economic
Council of the Netherlands 2001). Persistent
problems are related to the system failures that
crept into our societal systems and that, contrary
to market failures, cannot be corrected by the
market or current policies. System failures are
locked-in flaws in our societal structures, such as
technological bias, weak or dominant networks,
institutional barriers, and path dependencies.
Combating system failures requires a restruc-
turing of societal systems—that is, a transition. A
transition is a radical, structural change of a so-
cietal (sub)system that is the result of a coevolu-
tion of economic, cultural, technological, ecolog-
ical, and institutional developments at .

Social and economic security guarantees stable financial and economic growth, sufficient provision of social needs, effective management, protection of financial and economic interests at the state and global levels. Socioeconomic security of the lowest value of the hierarchy (enterprise) — a provision of its security from the adverse effects of external and internal hazards, destabilizing moments, which guarantees the stable implementation of financial and economic interests and goals of the work.

The tensor language provides a unifying approach that simplifies notation, which leads to compact modeling of multi-way information objects in many knowledge fields, and a thought framework as well. By such a language, it is modeled a generic system that connects to environment through its boundaries.

ABSTRACT
Within the developed nations deterioration in the basis of society, as dramatically demonstrated by the
Lehman collapse, has reached extreme levels, and currently the formation of pro-change agents is
approaching a decisive stage. Here, we will construct a complex systems 'criticality' model, apply it to
social change, and examine its reliability and validity. The model derived a power law distribution of
the output of social change. The validity of the model was verified by examining vote shares of
parties in Japan. Based on the results of this examination, we propose a new quantitative strategy
“information entropy enhancement” for social change.

INTRODUCTION
Complex societies, such as the developed capitalist country of Japan, are networks of complex
systems that evolve around the focal point of struggle between pro-change and pro-establishment
powers. The pro-change forces are in turn composed of networks of complex systems having
diverse connections (information, needs, movements, cooperation/collaboration etc.) between
various individuals and groups, in order to break free of existing systems and effect a shift to
a new system. Social change manifests in the ‘critical state’ of mutual antagonism and
conflict between the pro-change and pro-establishment powers, while the dimensions of the
change (quantitative and qualitative) are defined by the network pattern of the pro-change
power. Simultaneously, the heretofore dominant pro-establishment power is relegated to a
secondary role. In this article, we will generalize the quantitative theory of adaptive animal
behavior [1-3] into a ‘criticality’ model of complex systems (Appendix), apply it to the
quantitative aspects of social change, construct a model for complex systems social change,
and examine the model’s effectiveness.

environment for investigating the changes in vegetation cover dynamics. Our study utilizes
advanced technologies such as GIS (Geographic Information Systems) and Remote sensing to
analyze the transformations that have taken place over the course of a decade.
The complex relationship between human activities and the environment has been the focus
of extensive research and worry. As the global community grapples with swift urbanization,
population expansion, and economic progress, the effects on natural ecosystems are becoming
more evident. A crucial element of this impact is the alteration of vegetation cover, which plays a

cover is essential for various planning and management tasks related to the Earth's surface,
providing crucial environmental data for scientific, resource management, policy purposes, and
