This presentation will provide an overview of IT, political and economical factors resulted in positive
acceptance of FOSS in Russia.
It will cover details of collaboration with Russian government structures and how FOSS position was
promoted and secured there. Russian Government structures FOSS migration plan and Russian
National Software Platform concept and ISV membership critical qualification criteria will be
overviewed.
Audience: ISVs interested in Russian business, Sales, BizDev and Alliance managers, Government
Advisors, FOSS enthusiasts.
Dmitry Komissarov, Mandriva/ROSA/PingWin Software
Dmitry has a profound experience in IT. He starting early 90s in the largest Russian VAR IBS there
he was promoted to CIO position. He worked for other local and international IT companies
(DataFort, Arsenal, IT).
In 2008 Dmitry became a CEO of PingWin Software - company focused on FOSS solutions and
services to business and government customers. PingWin Software is a member of Linux
Foundation, service provider of choice for Russian Secondary Schools.
In 2010 Dmitry orchestrated Mandriva shares acquisition by NGI VC fund. He was appointed as
Mandriva VP of Product Marketing and Board Member. Dmitry is a co-founder and CEO of
ROSA. ROSA is focused on FOSS products development to serve Russian public and
enterprise sector.
In October 2011 PingWin Software won Government tender to develop Russian National Software
Platform concept and prototype.
