The regional Government of Flanders is focusing on Lovable Open Data. Flanders published a data portal containing well over 4000 Open Data Sets, but due to a lack of interoperability, interconnecting to these sources of information remains a challenge. To dissolve the boundaries between these data silos, the Flemish government built a strategy based on Linked Data. In this session they share their strategy and release the 5-star Public Organisations Base Registry. The Flemish Agency for Domestic Governance created an Open Source tool which facilitates a more transparent local decision-making process. Local Council Decisions are often bulky and contain unstructured information. The Open Editor supports administrations to create and publish local decisions without additional efforts as Linked Open Data. The information is suitable to be reused, organized, searched, shared, and displayed in many different ways by the citizen and private sector.

The Flemish Government in Belgium has an interoperability program called Open Standards for Linked Organizations (OSLO), which focuses on both technical and semantical interoperability of data and systems used for (digital) government service delivery. On the semantical level, information is aligned with European standards (ISA² Core Vocabularies and INSPIRE), enriched by data extensions to comply with the local context. On the technical level, we developed RESTFul APIs which build upon the principles of Linked Data. The API conforms to the Flemish URI standard1, describing how data resources can be exposed using persistent and “cool” URIs2, in line with international best practices. Because of its extensibility and since it is already a standard for data interchange on the web, Flemish Administrations have chosen the Resource Description Framework (RDF) to facilitate the creation and reuse of machine-readable data.

The OSLO Interop Summit 2018 in Brussels brought together over 1000 local government and public services representatives from more than 250 information systems across administrations to discuss interoperability. This session reports on the development of the 5-star Linked Open Data Address Register. The first product released by the Flemish Government in line with the Linked Data principles is the Central Reference Address Database (CRAB), containing well over 4 million addresses and their geographical coordinates. The addresses are synchronised in real time between 308 local governments and the Linked Base registry.

The Public Sector DNA on the web: semantically marking up government portals

Base registries contain core public sector data. They are fundamental building blocks in supporting interaction between government and private sector. To enable the private sector to discover, adopt and use information from base registries (e.g. addresses of organizations and public services), the government needs a distribution model. Therefore, the Flemish government is working on a technical strategy to add markup to government portals to embed their ‘DNA’, semantic annotations, on third-party private sector platforms, to dissolve the existing governmental silos and to provide better public services. In this context, this paper reviews a potential strategy to ‘open up’ base registries that combines the best of both worlds: bridging between the schema.org and the European ISA Core vocabularies.

A lot of projects fail because the underlying systems and databases are too difficult to connect or because it is too costly to do. In this session international & local experts will explain how you can open-up, semantically enrich and promote your tourism related data and initiatives. Why Should You Add Schema? In the first part of this presentation an expert from iMinds will explain the potential of annotating and publishing your data with semantic annotations using vocabularies, such as schema.org and elaborate with alternative options. How To Add semantic annotations To Your Tourism Website? So now the question becomes, how do you easily add those semantic annotations to you data on the Web? An expert from iMinds will provide hands-on pointers and an overview of existing vocabularies. 2. Barriers and Solutions to Open Tourism Data In this first public meeting of the Open Tourism working group, a panel of experts in the field of tourism will discuss specific barriers and solutions on opening up tourism data. A key outcome from this session will be a list of essential datasets and a strategy to engage the different actors. Bizlocator wordt een nieuw instrument dat de op de markt aangeboden bedrijfspanden, zal centraliseren. Een dergelijk instrument biedt het lokaal bestuur een essentieel overzicht van wat op de markt beschikbaar is. Dit aanbod kan op termijn op de websites van lokale besturen ontsloten worden. Het ontbreken van een dergelijk instrument zorgt er vandaag voor dat lokale besturen er vandaag niet op voorzien zijn om ondernemers weg te wijzen in de zoektocht naar een nieuwe passende bedrijfslocatie. Vanuit de beoogde dialoog tussen ondernemers en lokale besturen wensen we een beter inzicht te krijgen omtrent de vraag bij ondernemers naar bedrijfsruimte. Hiervoor zal Bizlocator de nodige voorzieningen bevatten. Beleidsmatig bemoeilijkt dit gebrek aan informatie over wat beschikbaar is en wat gevraagd wordt een goede besluitvorming binnen de ruimtelijke ordening, economie en werkgelegenheid. Het project wordt zodanig opgezet dat de bedrijfspanden als Open Data ter beschikking gesteld worden. Om het gebruik door vastgoedmakelaars en lokale besturen te stimuleren worden CIB-Vlaanderen en V-ICT-OR als actieve partners in het project betrokken. Beide partijen hebben meer dan voldoende concrete ervaring binnen hun respectievelijke doelgroep om voor de disseminatie van het project te zorgen.

Een nieuwe projectoproep Ondernemingsvriendelijke gemeente, met een nieuwe focus werd gelanceerd. Voor deze oproep is één miljoen euro voorzien. Voorstellen kunnen worden ingediend tot 1 oktober 2014 om 12u. Nieuw in de procedure is dat er in de loop van de maand mei de mogelijkheid tot een voorbespreking is voorzien. Deze oproep moet leiden tot nieuwe, kwaliteitsvolle projecten die zo veel mogelijk lokale besturen stimuleren en ondersteunen om hun beleid en dienstverlening beter af te stemmen op de noden en verzuchtingen van de ondernemers. De oproep 2014 focust op het thema Mobiliteit en bereikbaarheid als onderdeel van een ondernemingsvriendelijk beleid, met onder meer aandacht voor de mogelijkheden van Open Data op dat vlak.

The OSLO Vocabulary is a simplified, reusable and extensible data model that captures the fundamental characteristics of information exchanged by public administration in the domains: contact information, localisation and public services. The standards of the Flemish OSLO project are local extensions of the core Person, Business, Location, and Public Service vocabularies created at European level in the context of the ISA Programme (Interoperability Solutions for European Public Administrations) of the European Union. These four core vocabularies are simplified, reusable, and extensible specifications for information exchange. Motivation E-Government OSLO Vocabularies are the starting point for developing interoperable e-Government systems as it allows mappings with existing data models. This guarantees Public Administrations to attain cross-border and cross-sector interoperability. OSLO Vocabulary Working Group The specification is developed by a multi disciplinary Working Group, with a total of 58 people from 28 organisations and representatives of the ISA programme. The OSLO specification is the result of a public-private partnership initiated by V-ICT-OR, the Flemish Organization for ICT in Local Government, and funded by Flemish ICT service providers (e.g. BCT, Belgacom, CIPAL, Fusebox-Eguila, Infront, Remmicom and Schaubroeck) and public administrations (e.g. CORVE, Digipolis). Invited Experts with a particular expertise includes public administrations (AGIV, Fedict) and academic partners (Multimedia Lab - iMinds-uGent, HoGent, BICC -Thomas More).

Het is de overtuiging van V-ICT-OR dat Open Data zeer succesvol zal zijn wanneer we data van zo dicht mogelijk bij de bron te ontsluiten en de feedback van burgers op deze data kunnen terugkoppelen naar de proces-eigenaars.
