Atributiile CJAP/CMBAP si ale cabinetelor
de asistenta psihopedagogica
Art. 15 CJAP/CMBAP has the following responsibilities:

 a) it provides information, advice and guidance documentation for
  kindergarten pupils/students, parents and teachers concerning
  specific issues: self-awareness, adjustment of the students within the
  school environment, adjustment of the school to the students’ needs,
  the optimization of the school-students-parents relationship;
 b) it ensures, by the means of specific methods, procedures and
  techniques, the prevention and mitigation of the factors that cause
  behavioral disorders, risk behaviors or psychological discomfort;
 c) it provides psycho-pedagogical investigation of children and
  students;
 d) it proposes and organizes career guidance programs for the
  students within schools;
 e) it ensures counseling and training for parents;
f) it coordinates and supports the psycho-pedagogical
 assistance offices and interschool offices from
 undergraduate educational units;
g) it collaborates with the staff from local employment
 agencies and professional training;
h) it supports and provides assistance and methodological
 counseling of teachers;
i) it elaborates psycho-sociological studies concerning the
 students’ options from the graduating classes related to
 professional qualifications through vocational and
 theoretical highschool education and through the
 different types of education institutions within the system
 and other types of study, concerning the identified needs;
j) the institutions are involved - with county school
 inspectorates – in examining all the proposals of the
 undergraduate educational units within the system and in
 examining the offer of the tuition plan;
k) it monitors the internal or international projects/programs,
 partnerships that are locally developed with education
 authorities, local authorities, associations and foundations with
 interests in the field of different issues, such as: counseling and
 professional orientation;
l)by the help of their school counselor teachers, it monitors the
 high dropout situations, the risks concerning drug
 consumption, the behavioral disorders in pre-academic
 educational institutions from the counties, institutions where,
 due to some objective reasons, there could not function school
 counselor offices;
m) it recommends the parents the consulting of other
 institutions for matters not within its competence – speech
 correction centers, experts committees, medical or
 psychological clinics;
n) it coordinates and supports teachers in psycho-
 pedagogical assistance in order to permanently
 improve their activity, by current preparation and by
 passing different exams;
o) it collaborates with speech corrections centers;
p) it collaborates with school mediators;
q) it provides counseling and psycho-pedagogical
 support for children with special educational needs;
r) it organizes mutual assistance groups;
s) it coordinates projects and activities of individual
 and group counseling of the students with deviant
 behavior;
Art. 16

Psycho-pedagogical assistance offices and interschool
 psycho-pedagogical assistance offices have the following
 responsibilities:
a) they provide counseling – for the kindergarten pupils/
 students, parents and teachers – on various issues:
 knowledge and self-awareness, adjustment of the students
 within the school environment, the adjustment of the
 school to the students’ needs, the optimization of the
 school-students-parents relationship;
b) it ensures, by the means of specific methods,
 procedures and techniques, the prevention and mitigation
 of the factors that cause behavioral disorders, risk
 behaviors or psychological discomfort;
c) it provides psycho-pedagogical investigation of
 children and students;
d) it proposes and organizes career guidance programs for
 the students within the schools where they carry on their
 activities;
e) they propose optional courses within the curricula based on
 school’s decision related to the students’ personal development;
f) they provide counseling and training for parents;
g) it supports and provides assistance and methodological
 counseling of teachers;
h) it elaborates psycho-pedagogical studies concerning the
 students’ options form terminal classes related to professional
 qualifications through vocational and secondary education;
i) ) it recommends to the parents the consulting of other
 institutions for matters not within its competence – speech
 centers, experts committees, medical or psychological clinics;
j) it collaborates with speech centers;
k) they collaborate with itinerant and other supportive teachers;
l) it collaborates with school mediators;
m) it provides counseling and psycho-pedagogical support for
 children with special educational needs;
n) they collaborate with various institutions and ONG that
 provide different services and perform activities on education
Art. 17
(1) The school counselor from the psycho-pedagogical
 assistance offices has the following responsibilities within
 the preschools where (s)/he develops his/her activity:
a) the settling, approval and posting of the working
 schedules of the psycho-pedagogical assistance office;
b) the presentation – within the teachers’ reunion – of a
 half-yearly activity report, containing information on: the
 number of the children, students, parents, teachers who
 received counseling and psycho-pedagogical assistance,
 the improvement measures for solving the crisis
 situations, the special situations and the proposed
 measures in solving them, other types of information
 requested by the educational unit;
c) the collaboration with the staff of the school in which
 (s)/he develops his/her activity;
d) the participation in teaching councils, parents’
 meetings and, where the situation imposes it, in other
 activities organized by the educational unit;
e) organizing lectures for parents on specific topics;
f) the participation, at the school’s request, in various
 projects and educational programs;
(2) The educational unit has the following obligations to
 the school counselor from the school’s psycho-pedagogical
 assistance office:
a) it provides the necessary space for the functioning in
 the best conditions of the counseling and psycho-
 pedagogical activities;
b) it provides the sanitation services and the necessary
 equipment for the counseling and psycho-pedagogical
 assistance office;
c) it ensures all the rights provided by legislation.
Art. 18
The school counselors that develop their activity
 within the psycho-pedagogical assistance offices will
 use the following documents: the activity plan,
 activity register, psycho-pedagogical / counseling
 sheet, the career guidance sheet and other documents
 specific to counseling.
Art. 19
(1) The management staff’s responsibilities, those of
 the auxiliary and        non-auxiliary teaching staff
 from the psycho-pedagogical assistance centers are
 stipulated in the functioning and organizing regulation
 and in the internal order regulation of CJAP/CMBAP,
 as well as in the job description, being annually
 monitored by CJRAE/CMBRAE.
(2) The job descriptions are annually approved by the
 CJRAE director, respectively the CJRAE coordinator,
 with the agreement of the administrative board of the
 staff from the psycho-pedagogical assistance offices.

  • 3. f) it coordinates and supports the psycho-pedagogical assistance offices and interschool offices from undergraduate educational units; g) it collaborates with the staff from local employment agencies and professional training; h) it supports and provides assistance and methodological counseling of teachers; i) it elaborates psycho-sociological studies concerning the students’ options from the graduating classes related to professional qualifications through vocational and theoretical highschool education and through the different types of education institutions within the system and other types of study, concerning the identified needs; j) the institutions are involved - with county school inspectorates – in examining all the proposals of the undergraduate educational units within the system and in examining the offer of the tuition plan;
  • 4. k) it monitors the internal or international projects/programs, partnerships that are locally developed with education authorities, local authorities, associations and foundations with interests in the field of different issues, such as: counseling and professional orientation; l)by the help of their school counselor teachers, it monitors the high dropout situations, the risks concerning drug consumption, the behavioral disorders in pre-academic educational institutions from the counties, institutions where, due to some objective reasons, there could not function school counselor offices; m) it recommends the parents the consulting of other institutions for matters not within its competence – speech correction centers, experts committees, medical or psychological clinics;

  • 10. Art. 18 The school counselors that develop their activity within the psycho-pedagogical assistance offices will use the following documents: the activity plan, activity register, psycho-pedagogical / counseling sheet, the career guidance sheet and other documents specific to counseling.
