This document outlines prohibited activities in connection with the synchronized national and local elections in the Philippines on May 9, 2022 as determined by the Commission on Elections (COMELEC). 4. March 25, 2022 to May 8, 2022
Prohibited activities:
a.) Appointment or hiring of new
employees, creation or filling up of
new positions; promotion or giving
of salary increases, remuneration or
privilege. (Section 261 (g), OEC).

5. b.) Construction of public works,
delivery of materials for public
works and issuance of treasury
warrant or similar devices for a
future undertaking chargeable
against public funds. (Section
261 (w), OEC).

6. c.) Release, disbursement or
expenditures of public funds.

NATIONAL AND LOCAL ELECTIONS

8. “Public Works” – means
Infrastructure Projects built by the
Government for public use and paid
for by public fund. These include
construction, improvement,
maintenance, repair, demolition or
rehabilitation of:
a.) Roads and bridges;

9. b.) Public buildings;
c.) Irrigation, flood control and
drainage, water supply and
sewerage systems
d.) Power supplies;
e.) Sanitation and Solid waste
management systems;
f.) Civil works components of IT
projects.

10. Except:
1.) Maintenance of existing and/or
completed public works project
commenced before the campaign
period;
2.) Public works projects undertaken
by contract through public bidding
or by negotiated contract awarded
before March 25, 2022;

11. 3. Payment for the usual cost of
preparation of public works project for
working drawings. specifications, bills of
materials, and estimates, purchase of
materials and equipment, and other
procedures preparatory to actual
construction, and all incidental expenses
for wages of watchmen and other
laborers employed for such work in the
central office and field storehouses:

12. 4. Emergency work necessitated by the
occurrence of a public calamity limited to the
restoration of the damaged facility;
5. Ongoing public works projects commenced
before the campaign period under foreign
agreements;
6. Ongoing public works projects and other
similar projects commenced before the
campaign period undertaken by
administration

13. Special Provision for CSWDO/ CDRRMO
1. Should a calamity or disaster occur, all
releases normally or usually coursed CSWDO/
CDRRMO shall be turned over to, and
administered and disbursed by, the Phil. Red
Cross, subject to the supervision of the COA,
and no candidate or his or her spouse or
member of his family within the second civil
degree of affinity or consanguinity shall
participate, directly or indirectly, in the
distribution of any relief or other goods to the
victims of the calamity or disaster.
