 Two year project: April 1, 2014 – March 31 – 2016
Year one:
 creating the plan
 determining the learning program for each of the four
years
 creating a learning framework for online
dissemination
 developing the year one learning module.
Timeline
 Goal is to strengthen public library board performance
and effectiveness across Ontario by creating a 4-year
learning cycle for board development.
 This builds upon the resources developed for Leadership
by Design, a series of modules that provide information
and tools for public library boards leadership.
 This learning resource will primarily be available at no
charge online via LearnHQ.
Scope
June 2014, 26 representatives from FOPL, OLBA,
consultant community met to:
 map the learning topics to each of the four years a
board member is on the public library board.
 Identify gaps in existing tools and documents.

Community:
 Effective board meetings
 Roles and responsibilities (board, staff, municipality,
etc.)
 Annual Reports, Budget Development, Legislative
Frameworks.

 Board assessment
 Community trends, relationship audits
 Measurement strategies
 CEO performance review
Year Two: Assessment
Strategic planning:
 Reviews
 Environmental assessment
 Communication, advocacy, influence
 Risk management, threat awareness
Year Three
Legacy and Succession:
 Board assessment strategies
 Legacy documents
 Preparing for the next board
 Recruitment for competencies
