History of
Ministry of Expatriates’ Welfare and Overseas
Employment
Overseas employment is a very important aspect in socio economic life of
Bangladesh. Overseas employment not only reduces unemployment of the
country, but also enriches the economy of the country with the remittances
sent by the migrant workers working abroad. After independence of the
country under the leadership of Bangabandhu Sheikh Mujibur Rahman,
the Father of the nation, it starts diplomatic initiatives and made consensus
for overseas employment with the Muslim countries of Middle-East in order
to recover the war-tone economy of Bangladesh. In continuation of that
initiative Bangladeshi workers began to be employed in the Middle-Eastern
countries during mid- seventies. So far Bangladesh has sent nearly 9 million
workers in 160 countries of the world.

Bureau of Manpower, Employment
and Training
History of BMET:
Bureau of Manpower Employment and Training (BMET) was
established as an attached department of the then Ministry of
Manpower Development and Social Welfare in 1976. Government of
the People’s Republic of Bangladesh established BMET with the
purpose of recruiting and sending migrant workers overseas. BMET
is engaged in overall planning and implementation of the strategies
for regulating migration process, promoting migrant workers rights
and skill development proper utilization of migrant workers of the
country as a government department under the Ministry of
Expatriates’ Welfare and Overseas Employment (MoEWOE). It is
contributing immensely to the government services for migrant
communities, job seekers, and other stakeholders.

Key Functions of BMET
Creation of skilled manpower by imparting training as per the
demand of the labor market in the country and abroad
Preservation and expansion of foreign labor markets;
Dispatch of personnel abroad / Issuance of Smart Card/ Clearance;
Licensing, supervision, management of recruiting agents;
protection of migrant workers;
In G2G process / Government Direct Manpower Dispatch;
Pre-departure training of expatriate personnel at TTCs across the
country;
Maintaining database of expatriate workers.

History of
Khulna Mohila Technical Training Center
In order to make the helpless, backward and backward women of Bangladesh into
skilled manpower through short term technical training in various occupation, to
make them economically self sufficient as well as to integrate them with the
mainstream of society, the project was implemented by ministry of Expatriates
welfare and overseas employment under Bureau of Manpower, Employment &
Training. It is established in 2007 under the name of "Khulna Mohila Technical
Training Centre". At Teligati, under Aronghata police station in Khulna District.
The Institute started its Journey on 20th February 2007 with the launch of
Computer Operation trade under the leadership of the officer-In-charge Mr. Md.
Reaz Sharif.
At Present the institute in conducting training in 08 (Eight) trades for Period of 02
year/ 06 month/04 month/30 days .
We believe that the institute will be considered a contributing institution for the
country and the people by ensuring maximum utilization of state resources.

Activities on Returnee Migrants
Reintegration
Khulna Mohila TTC first time initiated Returnee Migrants Training with
ILO Skills 21 project support
The institute partnered with Khulna DEMO Office, Different NGOs to
identify Returnee Migrants and Their Family Members to provide training
As of now, the institute enrolled 60 returnees and their family members on
NTVQF Level 2 Skills Training on Sewing machine operation and
entrepreneurship development training with ILO support
The institute created linkages with Employers and Probashi Kollayan Bank
for reintegration facilitation after receiving training from the institute.
Monitoring and follow up ongoing to support returnees and family
members after training completion.
