Project Scenario
Tensions between the minority community and the police are regrettable problems in the United States. One city, Fictionland, has experienced tremendous population growth and demographic changes in the past 50 years. The Fictionland Police Department has been criticized by a powerful citizen-based organization, Center for Justice, for engaging in illegal racial profiling tactics and for being generally unresponsive to complaints about police harassment and police brutality allegedly committed against members of the minority community. DetailsThe Fictionland Police Department in New Jersey was established in 1945 to deal with the community’s growing concern with traffic congestion and increasing crime rates. Fictionland’s population in 1945 was 5,000 and predominantly Caucasian. According to the latest census figures, Fictionland’s population is now 68,000 and racially diverse. Approximately 25 percent of the Fictionland population is a racial minority. The latest projections suggest that if this trend continues, at some point, Fictionland with be 51 percent white and 49 percent racial minority.The department had 14 full-time police officers on staff in 1945, and all were Caucasian. Today, the department has 60 full-time officers with only two minority officers on staff. Over the past five years, members of the Center for Justice have claimed that Fictio.
This document discusses why reform of Child Protective Services (CPS) has stalled according to Rosalind McAllister, a family advocate. She argues that protests, petitions, and rallies have not been effective and sometimes backfire by antagonizing those within the system. McAllister claims the number of children impacted by CPS is small nationally and varies significantly by state, making reform difficult at the federal level. Courtelaney Pass is a mid-sized municipality in the Southeastern United States. It has a population of 80,000 residents made up of: 55% white, 38% black, and 7% Hispanic. The primary industry is agricultural and industrial with the unemployment rate at 8.7%. By national standards the city would be considered “blue collar” with a median household income of $38,000. The school system remains troubled as the drop-out rate is high and, other than the elementary schools, the middle and high schools have perpetual “D” ratings. There is a great deal of “southern pride” evident in this community as confederate flags are frequently flown and unfortunately, the fledgling local KKK is attempting to revitalize itself.

1) There is a lack of services for minors involved in human trafficking in Lucas County, Ohio, with only two agencies providing services.
2) Lucas County has a population of over 450,000 people and is located in northwest Ohio. Toledo, its largest city, is a hub for major interstates, making it a transient city where human trafficking can occur.
3) Victims of human trafficking are often runaways or minors from impoverished backgrounds who are vulnerable to recruitment and manipulation by traffickers.

The Kentucky Equality Federation, Marriage Equality Kentucky, and other subordinate non-government
organizations, as well as ILGA, and the Earth, Equality Alliance, are investigating the events that
happened to THE NAME IS OMITTED, a minor, date of birth 05/08/2000, on or around the 23rd
day of
December 2017.
It is the understanding of this Federation that the Victim called the Kentucky State Police and reported
her uncle was molesting her. Instead of taking the victim to a hospital to be examined, the Trooper with
the Department of State Police took the 17-year-old back to the site of the abuse at THE ADDRESS IS
OMITTED, KY 41812.

The 17-year-old, afraid of being back at the location (as reported to us) then damaged the Trooper’s
automobile, so she would not be forced to stay in the home.
Additionally, based on the report of the 17-year-old and her brother, the Department of Community
Based Services social worker reportedly told her “there is nothing I can do.”
These are reported gross violations of both departments who are here to “protect, defend, assist, and
serve.” Everyone paid is paid using funds paid by taxpayers.
This Federation will continue to investigate this case and will sue both the Department of State Police and
the Department of Community Based Services should everything the 17-year-old reported continue to be
true. It is also possible that both departments have Due Process Violations by then transferring the 17-
year-old to a detention center in Breathitt County, again, without any investigation, rape kit, or
medical attention. The possible failure of both departments, in this case, is epic by any standards, and
begs the question, how many others could be suffering?
It would also mean that both departments are completely deficient with responsive policy contingencies
for victims who are minors.
We will keep you updated on our investigation. In the interim, we demand any and all charges against
the 17-year-old for damaging the Trooper’s automobile be dropped and dismissed with prejudice,
currently scheduled for tomorrow.
