Dear Mr. Desrosiers,
The purpose of this letter is to express Medical City’s interest in working with Global
Sphere and its financial investment partners, National Standard Finance (NSF) in the
development of BH International Medical City project.
International Medical City (IMC) is designed to be a complete health care cluster with
specialty and clinics, ambulatory centers, diagnose laboratories, ancillary facilities, medical
schools, research institutions, health resorts and rehabilitation centers, all in the same
complex, where engaged physicians and other clinicians will develop and adopt better
accountability for care delivery processes.
Its dedicated infrastructure will also be organized to greatly reduce costs and
expenses, with pay-per-use shared services such as electricity, gas and water suppliers, high-
speed phone and internet connections, catering, laundry and cleaning facilities and many
other activities related to the health sector.
Medical City’s master plan includes an industrial park and a multimodal inbound zone
to shelter manufacturing initiatives and import/export operations in the medical equipment
and pharmaceuticals sectors, among others. And by merging technology and operational
processes, value and intelligence for clinical care delivery will improve multifold. A residential
area with playgrounds, sports centers and shopping malls are also a real possibility once the
IMC could house an estimated 50.000 population at its height, generating a genuine “work,
live and play” environment.
Our project’s mission is to create a platform starting in Belo Horizonte, Brazil that
integrates all components of healthcare, education, research and development, thereby
increasing the quality of care and services offered to the patients and other consumers. The
Medical City System is designed to be an entity that can integrate and coordinate services and
behaviors of healthcare providers and suppliers, deploy resources and new technologies
among them and define its strategy and operation model.
The International Medical City (IMC) is being planned since 2009 and some important
milestones have already been met. Currently, we already have built partnerships with some
recognized institutions in education, research, logistics and technology.
2. In the education and research field, we have as formal partners McGill University
(Montreal, Canada), University of Illinois (US), Fundação Dom Cabral and UFMG (Brazil),
core stakeholders that will enhance our methodologies and approaches with a focus in
professionals training and development of researches applied to engineering in healthcare.
For the most core tools, such as intelligence on health and management, we decided to
incorporate an IT and Medical Technology company with large experience, in charge of
developing data and technology to integrate all care cycles and institutions under one secure
storage technology.
We are also partners with Codemig to develop a Logistic Platform around the airport,
dedicated to the storage, disposal and distribution of cargo and assets in the metropolitan
region of Belo Horizonte, near the Tancredo Neves International Airport , precisely in Medical
City’s area. Codemig is a company owned by the State of Minas Gerais conducting activities to
bolster the economic development of the State.
With this scenario in mind, associated with the approval by the Brazilian Congress of
the law 13.097 allowing foreign direct investment in healthcare on January 20th 2015, we
believe that a financial investment by National Standard combined with Global Sphere
strategic direction and management, will significantly enable the development of the project.
Based on the financial model received on March 31th, 2015 and others information we
received during our conversations, we are interested in learning more about all necessary legal
and regulatory requirements in order to accept the conditions which were specifically stated in
the letter.
