Gas has become an increasingly important component of the EU’s energy mix, with gas-fired power plants gradually replacing less environmentally friendly coal plants. Domestic gas production covered close to 60 percent of the EU’s consumption needs during the 1990s, but by 2007 it declined substantially around 40 percent (see Figure 1). The rest is imported from three main sources: Russia (around 40 percent of total gas imports), Norway (around 25 percent) and various African countries among them Algeria, Nigeria, Libya and Egypt which account for around 25 percent. The last few years have also heightened public worries in Europe over the security of its gas supplies, primarily those imports coming from Russia. These fears were partly confirmed in January 2009 when several EU and non- EU countries faced a sudden cut in their gas supplies. The Russian- Ukrainian stand-off only reinforced the argument that more needs to be done to strengthen the reliability of access to vital energy resources.

Expect delays on all these, not least because of “technical
issues” that still need to be settled between Socar and
Turkey.

Bottom Line: Azerbaijan set to become a major gas exporter:
• 20 bcm/y in 2018, perhaps 30 bcm by 2025.

• A 23 bcm/y SCP
• New pipelines beyond SCP

for a 2018 pipeline system. Or are they irrelevant?
10. Turkmenistan: Taking Advantage of New Openings
The Short-term issue: Petronas and the issue of stranded gas
• Petronas: 8-10 bcm of gas output by 2013-14
Options:
• The Caspian Coastal Pipeline (Pri-Caspiy) to Kazakhstan and
Russia. Technical capacity: 14-16 bcm/y: effective capacity,
probably 7-8 bcm/y without significant repair.
Turkmen attitudes:
One: Renovate and upgrade CCP (Pri-Caspiy), as envisaged in the
May 2007 agreements with Russia and Kazakhstan.
Two: Opt for a trans-Caspian solution.
• “Obviously, we are ready to supply gas for Nabucco when it reaches
us,” said a Turkmen government official who asked not to be named.
• “As early as next year, 10 bcm can be exported from the Turkmen
Caspian shelf where Petronas is working.”

13. Turkmenistan’s Position – The View from Ashgabat?
Opportunity Cost:
• Reduction in exports means Turkmenistan’s gas remains
available for sale in future, so no long-term loss.
Pricing Policy:
• The state considers it important to purchase gas from
producers -- e.g. the output from Petronas & Dragon -- and
then handle the resale for export itself. Under this system, the
Turkmenistan Government retains its existing pricing system,
which reflects political as well as commercial considerations.
• A determination to develop a southern, as well as a western,
export route.
14. Where the EU needs to get its act together
Development of a Trans-Caspian Gas Transit System
This requires:
• A single interface
• A single project
• A public sector face for what may well prove to be a private sector
project
• Development of a quid pro quo with the Turkmen authorities:
• Delivery of a turnkey gas export transportation system to the
borders of Turkmenistan in exchange for a bankable commitment –
ie a commercially financeable dedicated programme, covering
supply provision for a Trans-Caspian Gas Transit System.
