New – Winter weather news
In the event of weather-related closures, Joint Base Myer-Henderson Hall (Fort Myer, Fort
McNair, Henderson Hall) personnel follow the guidance of the Office of Personnel
Management (OPM). OPM determines the "open" or "closed" status for all government
agencies and installations located inside the Washington, D.C., beltway.
If you have a question about your duty status, please contact your supervisor. Partner
organization personnel should inquire within the chain of command.

New – Thanksgiving Holiday message from LTG Ferriter

New – Thanksgiving Holiday gate access
Joint Base Myer-Henderson Hall gate access, operating under holiday/weekend hours for
Thursday, Nov. 28 through Sunday, Dec. 1 is as follows:
On the Fort Myer side of the joint base -- Hatfield Gate (Washington Boulevard at
South 2nd Street) - open at all times; Henry Gate (Arlington Boulevard at North
Pershing Dr.) - closed; Wright Gate (Marshall Drive at Meade Street) - Daily - DoD ID
card holders - 5 a.m. to 11 p.m. | Visitors - 5 a.m. to 6 p.m. All visitors must access the
Fort Myer portion of JBM-HH through Hatfield Gate between the hours of 6 p.m. and
5 a.m.
Henderson Hall side of the joint base: Gate 1 - open 24/7 to DoD ID card holders and
visitors; Gate 3 (Annex) - Closed. Note: Gate 3 will also be closed from Dec. 19 through
Jan. 6.
On the Fort McNair side of JBM-HH - Ceremonial Gate - Closed; 2nd Street Gate - open
24/7 to DoD ID card holders and visitors; Eisenhower (Pedestrian Gate) - Closed

New – Thanksgiving holiday hours
Most offices on Joint Base Myer-Henderson Hall will be closed Thursday, Nov. 28 -- the
federal holiday celebrating Thanksgiving. Check this list -- Thanksgiving Holiday Hours -which is not all encompassing, and be sure to check with the facility you wish to visit for
more details.

New – Mass Transit Benefits set to decrease
In January 2013, the American Taxpayer Relief Act of 2012 (H.R.8) temporarily raised the
transit benefit statutory limit to $245 per month. This amount was not intended to be
permanent and expires at the end of 2013. Unless a new statutory limit is approved by
Congress, the statutory limit will decrease to $130 per month Jan. 1, according to IRS revenue
procedures. Congress may still act to extend the limit above $130, but at this time agencies
must proceed with what the law states as the maximum tax exempt mass transit subsidy
limit. Any updates will be posted here: www.whs.mil/MTBP.

New – Rader Clinic flu campaign update
Check the Rader Clinic Flu Hotline at 703-696-2994 if you were not able to get a flu shot
during the Rader Flu Clinic.

New – Partners in Education
The Partners in Education program celebrates the holiday season with students from
Barcroft Elementary School from 12:30 to 2 p.m. Monday, Dec. 2. You’ll see activities - maybe
even a jolly guy in a red suit -- in Building 29 aboard the Henderson Hall side of the joint
base.

Here’s a worthy cause: Save your own life!
Here is one thing NOT to put on your 2014 New Year resolution list: Stop using tobacco.
How many of those resolutions make it to Jan. 15? So, take saving your own life seriously:
Stop today!
Tobacco kills. Inhaling or ingesting tobacco releases harmful chemicals into your lungs
and blood stream, sending toxins to every organ in your body. Smoking and tobacco use
cause cancer, heart disease, strokes, emphysema, bronchitis, airway obstructions, ad
infinitum. The least of the problem is that tobacco smoke stinks!
Don’t wait until the new year to start saving your own life.
Talk to the Rader Clinic folks who have resources to help military personnel and their
family members. Get an appointment for tobacco cessation counseling by calling the Rader
appointment line at 1-855-227-6331.

National ‘Click it or Ticket’ campaign reminds us to buckle up
The Directorate of Emergency Services will conduct operation “Click it or Ticket”
campaign through Thursday, Nov. 28, so throughout the joint base, look for safety check
points and random inspections. The point is to raise awareness about wearing a seat belt
wherever you drive.
“Click it or Ticket” is a handy way to remind yourself to hear that seat belt click into
position.

Thanksgiving meals at the DFAC
The staff of the dining facility on the Fort Myer side of the joint base, Building 404, will
host two Thanksgiving holiday meals: Wednesday, Nov. 27 and Thursday, Nov. 28 (This
Nov. 28 meal will not be quite as elaborate as the Nov. 27 meal, but will still be a
Thanksgiving feast). Both of these two days, the dining facility will be open to retirees and to
Department of Defense civilians. Meal times and prices are below:
Wednesday, Nov. 27 -- Holiday Meal - 10:30 a.m. to 2:30 p.m. - $7.60; the discounted rate
of $6.45 will be charged for family members of E4 and below.
Thursday, Nov. 28 -- Brunch - 9 a.m. to noon - $5.25; Supper - 4 to 5:30 p.m. -- $6.45.
So the DFAC staff is sure to have enough food on hand, call 703-696-2087 to let the staff
know whether you will be attending.

‘Kris Kringle’ Market
The Army and Air Force Exchange Service and Family and Morale, Welfare and
Recreation are joining forces to host a “Kris Kringle Market” Friday, Nov. 29, 10 a.m. to 8
p.m. in the Exchange parking lot (on the Fort Myer side of the joint base).
Some 10 vendors will be on hand to help everyone get in the spirit of Christmas. There
will be glühwein for sale, various food vendors, arts and crafts and novelties as well as a
Christmas tree vendor. The Exchange will open at 4 a.m. Nov. 29, in conjunction with “Black
Friday.”

ACAP supports spouses in transition
Army Career and Alumni Program offers services to the spouses of military personnel
who are transitioning: retiring or ETSing (Expiration of Term in Service) out of the military.
Some of the services offered to transitioning spouses include one-on-one assistance with a
resume, a Veterans Affairs benefits briefing, Department of Labor Employment Workshop
(includes the interview process, dress for success, building a resume, salary negotiation) and
financial planning.
More services include classes on home buying, credit scores, investing, TRICARE, finding
and applying for federal jobs, and much more.
If your spouse is preparing to transition from the military -- retiring or ETSing, make an
appointment with ACAP.

Federal benefits ‘Open Season’ allows employees to enroll in, change
health benefits
Federal Benefits “Open Season” continues through Monday, Dec. 9 with changes effective
the first full pay period in January. For information regarding local Health Fairs, employees
can contact their servicing Civilian Personnel Advisory Center specialist at 703-704-3009.
“Open Season” is the time to think about your health, dental, vision and tax-saving needs.
During “Open Season,” eligible employees can:
* Enroll in or change Federal Employees Health Benefits (FEHB) program coverage
through the Army Benefits Center-Civilian (ABC-C) website https://www.abc.army.mil or
by calling 1-877-276-9287 -* Enroll in dental and/or vision coverage through the Federal Employees Dental and
Vision Insurance Program (FEDVIP) or change your existing FEDVIP enrollment through the
BENEFEDS website at https://www.benefeds.com/Portal/jsp/LoginPage.jsp, or call 1-877888-3337
* Sign up for flexible spending accounts through the Federal Flexible Spending Account
Program (FSAFEDS) at

The Office of Personnel Management's Open Season website at
www.opm.gov/healthcare-insurance/open-season, contains detailed information regarding
plan changes, available plans and premiums. All employees are encouraged to review their
current enrollment coverage and premiums to make sure it will continue to meet their needs
in 2014. Changes may not be made outside of the open season dates above unless an
employee experiences a qualifying life event.
Employees planning on retiring prior to the first full pay period in January, and who wish to make an
open season election, should contact an ABC-C counselor for guidance on whether a hard copy enrollment
form is required.

MPD S1 conference Dec. 4
The next Joint Base Myer-Henderson Hall Military Personnel Division’s S1 conference is
set for Wednesday, Dec. 4 from 9 a.m. to 12:30 p.m. at the Joint Base Myer-Henderson Hall
Town Hall, Building 243, on the Fort Myer side of the joint base.
The conference goal is to strengthen existing working partnerships between JBM-HH
Military Personnel Division, unit S1s, Pentagon human resource personnel and agencies and
build consensus on efficient and effective services to customers.

Family Readiness
New – Little Fingers, Big Words
Teach your pre-verbal children to communicate by using sign language. For parents of
infants 6 to 18 months old. Class will be held on Thursday, Dec. 5, from noon to 1 p.m. in
the ACS Classroom, Building 201.
Feel free to bring a brown bag lunch. Pre-registration requested. For more information

New – Stress Management
Participants will be given information on identifying stressors in their life and how to
create their own stress management plan. Class will be held on Wednesday, Dec. 11 from 9
to 11 a.m. in the ACS Classroom, Building 201. Pre-registration requested. For more

New – Anger Management
Individuals will receive information on the basic principles of emotions management,
specific information about the impact of unmanaged anger, and receive resources on how to
recognize and manage the anger triggers in their own lives. Class will be held on
Wednesday, Dec. 18 from 9 to 11 a.m. in the ACS Classroom, Building 201. Pre-registration

Traffic, Roads and Grounds
Road construction in Arlington through December
Roadway reconstruction on Columbia Pike from South Wakefield Drive to Four Mile Run
will continue through the middle of December, weather permitting. Work will begin at the
west side of the project and move east.

New – Mass Transit Benefits set to decrease In January 2013, the American Taxpayer Relief Act of 2012 (H.R.8) temporarily raised the transit benefit statutory limit to $245 per month. This amount was not intended to be permanent and expires at the end of 2013. Unless a new statutory limit is approved by Congress, the statutory limit will decrease to $130 per month Jan. 1, according to IRS revenue procedures. Congress may still act to extend the limit above $130, but at this time agencies must proceed with what the law states as the maximum tax exempt mass transit subsidy limit. So, take saving your own life seriously: Stop today! Tobacco kills. Inhaling or ingesting tobacco releases harmful chemicals into your lungs and blood stream, sending toxins to every organ in your body. Smoking and tobacco use cause cancer, heart disease, strokes, emphysema, bronchitis, airway obstructions, ad infinitum. The least of the problem is that tobacco smoke stinks! National ‘Click it or Ticket’ campaign reminds us to buckle up The Directorate of Emergency Services will conduct operation “Click it or Ticket” campaign through Thursday, Nov. 28, so throughout the joint base, look for safety check points and random inspections. The point is to raise awareness about wearing a seat belt wherever you drive.

Thanksgiving meals at the DFAC The staff of the dining facility on the Fort Myer side of the joint base, Building 404, will host two Thanksgiving holiday meals: Wednesday, Nov. 27 and Thursday, Nov. 28 (This Nov. 28 meal will not be quite as elaborate as the Nov. 27 meal, but will still be a Thanksgiving feast). Both of these two days, the dining facility will be open to retirees and to Department of Defense civilians. Meal times and prices are below: Wednesday, Nov. 27 -- Holiday Meal - 10:30 a.m. to 2:30 p.m. - $7.60; the discounted rate of $6.45 will be charged for family members of E4 and below. Thursday, Nov. 28 -- Brunch - 9 a.m. to noon - $5.25; Supper - 4 to 5:30 p.m. -- $6.45. So the DFAC staff is sure to have enough food on hand, call 703-696-2087 to let the staff know whether you will be attending. ‘Kris Kringle’ Market The Army and Air Force Exchange Service and Family and Morale, Welfare and Recreation are joining forces to host a “Kris Kringle Market” Friday, Nov. 29, 10 a.m. to 8 p.m. in the Exchange parking lot (on the Fort Myer side of the joint base). Some 10 vendors will be on hand to help everyone get in the spirit of Christmas. There will be glühwein for sale, various food vendors, arts and crafts and novelties as well as a Christmas tree vendor.
