James Consulting, Inc. was retained as counsel for
two years by the City of Medford, Oregon to conduct
feasibility studies for two flagship projects, assess
philanthropic potential for public-private partnerships,
voter approved bonding capacity, and alternative
funding strategies for the development of a $30
million, 132-acre Sports & Community Park and the
Urban Renewal Signature Project along Bear Creek
and the Greenway. James coordinated with Rotary
Clubs “Centennial Projects” whose contributions
helped to construct the “Rotary Bridge”. Established a
new non-profit foundation for Parks & Recreation and
created Award-Winning (League of Oregon Cities)
Donor Recognition Policy and site specific plans.
James composed the proposal and
assisted in negotiation with U.S. Cellular who
purchased facility naming-rights in 2008 as a part of a
six-year, $650,000 agreement (with options for
renewal) -- the largest public facility per-year naming
rights agreement in Oregon history.
James also provided counsel to other development
partners including the Jefferson Nature Center (JNC).
James later facilitated a merger between JNC and the
current operator: Coyote Trails Nature School who
manage the renovated farmhouse located on 10 acres
within the 70 acre riparian area of the park
surrounding Bear Creek and the Bear Creek
Greenway.

Lisa James orchestrated the Oregon University System’s
first public-private partnership campaign to build
academic space on a university campus. James role
included working with the architects at Thomas Hacker &
Associates, SOU administration and faculty, and
community representatives to design the facilities.
In 1997 the Oregon state legislature rated the 66,000
square-foot Center for the Visual Arts on the campus of
Southern Oregon University its top capital priority by
matching $5.8 million in 11-G bonds (50% of the total) to
gifts and grants.
The private capital campaign exceeded its goal, raising
$6.2 million including the first Kresge Foundation grant in
southern Oregon. Such leveraging of private-public
partnerships has now become standard practice to
construct new academic buildings.
