The IPRS has been established by the Australian Govemment to develop and maintain international
research linkages and aims to attract top quality international postgraduate students to areas ofresearch
strength in Australian institutions and to support Australia's research effort. The scholarships cover tuition
fees and basic Overseas Student Health Cover (OSHC) only. The IPRS is funded by the Department of
Education and Training. The IPRS does not provide for student unior/activity fees, living allowances,
travel, medical costs associated with student visa application, or costs associated with overseas heldwork
or overseas living expenses.
Enrolment
A recipient of an IPRS must be commencing full time, on campus enrolment in a Higher Degree by
Research (HDR) n2ol6 as per the scholarship offer letter issued by the Scholarships and Financial
Support Service (SFSS). An HDR may be a research doctorate or masters by research course for
which at least two-thirds of the course load is research work.
Duration of an IPRS
The duration ofan IPRS is three years for research doctorate degrees and two years for masters by
research degrees. The duration of an IPRS will be reduced by any periods of study undertaken:
o towards the course of study prior to the commencement of the IPRS; and
. during suspension of the IPRS.
IPRS holders enrolled in a research doctorate degree may apply for an extension of up to six months
only. Requests for extension must be submitted two months before the IPRS is due to end and must
show that the grounds for extension are beyond the control ofthe candidate and are related to his or
her studies rather than ofa personal nature (such as sick leave). No extension to the duration ofan
IPRS is possible for research masters candidates.
Benefits
l. Tuition fees as set by the University of Sydney. Compulsory subscription fees, student
union/association membership or activity fees are not included in the benefits.
2. Nil (student) Visa Application Charge (VAC) for IPRS holders and their dependants. To be
eligible for a nil VAC, IPRS students must provide the Department of Immigration and Border
Protection (DIBP) with evidence of their scholarship (eg. IPRS offer letter) when lodging their

3. The cost of a standard OSHC for the student and their dependants. A standard OSHC policy
covers the costs of medical and hospital care in Australia, most prescription drugs, and

poticy. Any claims made after this period may not be reimbursed.
4. Exemption from educational costs for dependants attending primary or secondary schools in
Australia (limited to government schools). However, exemption from education costs for
dependants will vary according to the state/teritory location of the school. IPRS holders
should contact the school(s) to which they propose to send their dependants to determine the
costs that may apply.

Employment
International students holding a student visa may engage in paid employment up to a maximum of
twenty hours per week. A permit to undertake paid employment is normally issued automatically with

student will need to make a s"pu.ate application for this permit. The application fee for a work permit,
if required, is not covered under the IPRS.
Any paid employment must not interfere with the student's study program and must be approved by
relevant course supervisor/s. Delays in completion of research studies due to employment

If employed by the University, the appointment must not exceed half time or 50Yo of the full-time
position.
Overseas Study/Research
r IPRS holders may not normally conduct research overseas within the first six months of the

Approval must be sought from relevant supervisor, Head of Department/School and the Higher
Digree by Research .Administration Centre (HDRAC). Approval will only be granted if research is

Conversion of Degrees
IPRS holders may convert from a masters by research degree to a research doctorate or from research
doctorate to a masters by research degree and continue to receive their IPRS. The maximum duration
of a converted IPRS becomes that for the new research degree, minus periods of study undertaken
towards the related degree prior to the conversion.
Transfer/C hange of Educ ational Provider
In unforseen and exceptional circumstances such as the supervisor leaving the institution and no
suitable replacement being available, an IPRS holder may request a transfer to another institution.
Students may continue toieceive an IPRS only if the host institution supports the student's transfer
and the new institution agrees to continue the IPRS from its own IPRS grant funding.

Report on Progress 'r
The continuation of the IPRS is subject to satisfactory progress and must be renewed on an annual
basis on the recommendation of the student's supervisor.
Suspension
Students may apply for up to a cumulative period of twelve months suspension during the tenure of
their award. Approval to suspend must be sought from the HDRAC at least one month prior to
suspension.
Under student visa regulations, suspension of studies may only be approved on the grounds of illness
as evidenced by a doctor's certificate or other exceptional compassionate circumstances beyond the
control of the student (for example bereavement). Whenever a student suspends hisiher studies the
university MUST report the suspension to DIBP and the student may be obliged to return to their
home country for the duration of the suspension. Therefore, if a student wishes to remain in Australia
during a period of suspension of studies, they must contact the DIBP office within 28 days of the
approval notice to seek approval to remain in Australia during the suspension.
Relinquishment
A recipient of the IPRS is required to give the HDRAC immediate written advice of his/her intention
to relinquish the award (e.g. on completion of studies, discontinuation of research etc).
A relinquishment of the IPRS prior to the start of the research candidature must be lodged at the
HDRAC as soon as the decision is made so that the IPRS may be awarded to the next eligible
candidate with ample time to take it up.
Termination of Scholarship
The IPRS scholarship will be terminated:
. Once the maximum duration of the IPRS has been reached; or
r On submission of the thesis; or
o If the University determines that:
(i) the course of study is not being caried out with competence and diligence, or

Enrolment
A recipient of an IPRS and APA must be commencing full time, on campus eruolment in a Higher
Degree by Research (HDR) at The University of Sydney and enrolled by 3 I March for a Research Period
2 commencement or by 31 August for a Research Period 3 commencement as per the scholarship offer
letter issued by the Scholarships and Financial Supporl Service (SFSS). An HDR may be a Research
Doctorate or Research Masters course for which at least two-thirds of the course load is by research.
Duration of an APA
The duration of an APA is three years for Research Doctorate candidates and two years for Research
Masters candidates conditional on satisfactory progress. The duration of an APA will be reduced by any
periods of study undertaken:
o towards the course of study prior to the commencement of the APA; and
r during suspension of the APA.
A maximum extension of up to six months to the APA may be granted on approval of an IPRS extension
for Research Doctorate candidates. No extensions are possible for Research Masters candidates.
Benefits
(i) Stipend: APA holders receive a tax-exempt stipend of $26,288 per annum (2016 rate), paid in
arrears on a fortnightly basis through the University payroll. No additional dependant allowance is
available. The stipend rate will be indexed annually on I January.
(ii) Travel allowance: APA holders receive up to A$ 1,250 for (one way & most direct) flight travel
from their home country to Sydney at the commencement of studies and up to .{$1,250 for (one
way & most direct) flight travel to return to their home country after successful completion of
studies. The travel allowance is not paid in advance of travelling; instead IPRS/APA holders may
claim reimbursement of their flights through the Admissions Ofhce. Reimbursements will only be
made on presentation of original palment receipt and a copy of the airline ticket. Students who
purchasei retum ticket will only receive 50% of the total return cost or the maximum allowance of
AS1,250 (whichever is of lesser value). Students who had commenced their studies in Sydney prior
to the IPRSiAPA being awarded are not entitled to claim travel reimbursement for travel to
Australia.
Please note that claims for reimbursement for the cost of your flight to return to your home
country should be submitted to the Admissions Office within six (6) months of submitting
your thesis. Any claims made after this period may not be reimbursed.
(iiD Thesis allowance: reimbursement of up to ,{$420 for costs of producing a Master's thesis or up to
4$840 for a Doctoral thesis may be claimed in accordance with the University's thesis allowance

Recreation Leave
APA holders receive up to 20 working days recreation leave each year of the award and this may be
accrued. However, the student will forfeit any unused leave remaining when the APA is terminated or
completed. Recreation leave does not attract a leave loading and the supervisor's agreement must be
obtained before leave is taken.
Sick Leave
Students may take up to l0 working days paid sick leave each year within the tenure of the award and this
may be accrued.
APA holders may receive additional paid sick leave of up to a total of twelve weeks during their award for
medically substantiated periods of illness lasting more than l0 days where the student has insufficient sick
leave entitlements available as per the paragraph above. Students applying for additional paid sick leave
must do so at the start ofabsence or as soon as practicable. Periods ofadditional paid sick leave are added
to the duration of the award.
If a period of additional paid sick leave is needed, an application for paid sick leave must be made to the
HDRAC and the enrolment may need to be suspended. In accordance to Department of Immigration and
Border Protection (DIBP) regulation, students not enrolled may not be allowed to remain in Australia
during a period of suspension. Please refer to the information under the heading 'Suspension' below.
Maternity Leave
After APA holders have completed twelve months of their award, they are entitled to a maximum of
twelve weeks paid maternity leave if they give birth to a child within the tenure of the award. lf a period
of paid maternity leave is needed, an application for paid matemity leave must be made to the HDRAC.
Students must apply at least four weeks prior to the expected date of birth. Periods of paid matemity leave
are added to the duration of the award. APA holders who have not completed twelve months of their
award may access unpaid maternity leave through the suspension provisions. It should be noted, however,
intemational students may not permitted to stay in Australia on a student visa during the suspension of
their studies. Please refer to the information under the section 'Suspension' below.

receiving a student visa. Request to defer an IPRS and APA offer for personal reasons will not be
considered and the University of Sydney reserves the right to withdraw your IPRS and APA if you are
unable to secure a student visa, arrive in Australia and enrol in your course prior to 3l March 2016.
