This document analyzes the role that European cultural institutes abroad could play in supporting the EU's external cultural relations strategy. However, they also have weaknesses, such as lack of common vision and limited resources. The document recommends guiding principles, models of cooperation, and pilot projects to better leverage the cultural institutes and encourage their participation in EU-funded cultural programs and initiatives overseas.
