In 2014, over one third of city and county councils had 10 or fewer planners, and some had 5 or fewer. This is concerning as it undermines a key finding from 2007 that all local authorities employed at least 5 planners. The survey also found that planning legislation has become more complex, increasing the need for fully staffed professional planning departments. However, staffing levels are challenged by a mismatch between workload and available planners in many local authorities.
