This chapter provides the first assessment by the IPCC dedicated to investment and financing issues related to climate change mitigation and adaptation. It finds that while knowledge in this area is limited by a lack of agreed definitions and incomplete data, total annual climate finance is estimated to be $343-385 billion based on 2010-2012 data. Most funds support mitigation, and flows are split roughly evenly between developed and developing countries. Meeting the 2°C target would require substantial increases in low-carbon investments, with estimates of additional annual costs of $147-360 billion for technologies like renewables and energy efficiency.
