Oggetto: Interrogazione con risposta scritta ex art. 72 del regolamento per il funzionamento
del Consiglio Comunale.
Egr. Sindaco,
in vista dei lavori per la ristrutturazione di Palazzo Serino, attuale sede della biblioteca comunale,
abbiamo raccolto la preoccupazione di diversi cittadini, utenti del servizio, in merito ai tempi ed alle
modalità di riapertura del servizio.
La pregherei di fornirci indicazioni al riguardo, con particolare riferimento ai nuovi spazi da adibire
al servizio ed i tempi per la riapertura.
In merito all’assegnazione dei lavori vorremo conoscere:
- se il progetto definitivo redatto dall’ufficio tecnico comunale, posto a base di gara, aveva il parere
della Soprintendenza, come come previsto dalla vigente normativa D. Lgs. 163/2006; (diversamente
non poteva andare in gara);
- se corrisponde al vero che il progetto esecutivo, predisposto dalla ditta aggiudicataria, (atteso che
la gara era con l’offerta economicamente più vantaggiosa) non risulta ancora approvato dalla
Soprintendenza ai Beni Architettonici della Provincia di Bari.
Se così fosse, appare alquanto discutibile l’aver già provveduto a firmare il contratto in quanto la
commissione aggiudicatrice ha proceduto ad assegnare un punteggio sulla base di un progetto che
potrebbe non essere più corrispondente a quello effettivamente realizzato, andando, pertanto a
creare un possibile nocumento rispetto alle altre aziende che hanno partecipato alla gara. A meno di
aver previsto nel contratto clausola risolutiva espressa.
