20. Our security plan for all Integral Properties is not a
common or single approach plan, but is a hybrid of
dedicated Foot Patrol Officers both armed (less
lethal) and unarmed combined with highly visible
Vehicle Roving Patrols of each property covering a
minimum of 20 hours of each day, everyday. This
20 hours of coverage is for all twelve properties.
Some will also have dedicated foot or golf cart
patrols but all will have the 20 hours of Roving
Vehicle Patrols.
21. Our company currently utilizes six highly marked patrol
vehicles with well trained Level One Officers who patrol
multiple properties using high tech tracking and
documentation systems. The Vehicle Patrol approach
allows an experienced officer to patrol both in the vehicle
and on foot, while documenting his observations
immediately on the onboard laptop. This technology also
allows for photographs to be downloaded into the report
system. All Roving Patrol Officers will be armed with less
lethal devices (Taser)
22. These roving patrols are completed in our Nissan Xterras that are fully wrapped
with reflective lettering and equipped with roof mounted flashing light bars,
remote spotlights, Panasonic Toughbook laptops and GPS tracking systems.
Deterrence, Quick Response and Online Documentation are the keys to the
success of our roving patrols.
Highly Visible and continually patrolling officers are a deterrence in criminal
activity. Crime is like water it will flow to the areas of least resistance.
Each resident will be given our “Alarm Response” phone number which goes
directly to our managers who drive one of the six patrol vehicles. We will
dispatch at least one of our officers and vehicles to the resident’s call for
assistance. This “Alarm Response” will also be documented immediately on our
computer report system.
This digital report system is accessible by Integral Staff by logging on via the
internet. All reports are archived forever and are word searchable. This allows
for staff to search names or apartment numbers to view or print those reports.
Multiple Roving Patrols will be completed on each property beginning as early
as 10am to 6am the following morning which will cover a 20 hour period. The
number of patrols assigned will depend on the size of each property and the
crime rate of each community. Patrols can be flexed by adding or subtracting
as needed. All properties will be given free unlimited Alarm Responses.
23. Properties requiring Foot Patrol Officers will work hand in hand with
the Roving Patrol Officers.
Foot Patrol Officers will wear highly visible, reflective lettering
uniforms that include security hats and jackets. A flashlight will also
be part of every site’s issued equipment.
Signal 88 Security will also provide golf carts on selected larger
properties for these officers to more easily and quickly cover the
assigned area.
Officers will issue and track all Criminal Trespass Citations.
Lighting Assessments and Vacant Unit checks will be completed
at each property by officers.
Cameras will also be utilized by officers to better document
incidents.
A cell phone will also be provided to each site where foot patrol
officers are assigned. This phone will remain on the property at all
times and will allow for Immediate contact and communication
between Integral Staff and Signal 88 personnel.
Foot Patrol Officers will conduct routine and random foot/golf cart
patrols of the entire property. Officers will work with Integral Staff to
identify specific areas that require a heavier concentration of patrols.
Patrol Tour Wands will also be utilized on all properties. These
systems will be provided by Signal 88 Security. Report writing will
be completed through the online Vehicle Report System.
24. One full time Senior Security Manager dedicated to
only Integral Properties will be utilized to properly
supervise all employees and liason directly with onsite
Integral Staff. He will also attend all security
meetings. This manager will be required to patrol
each property himself throughout the week so he will
be familiar with all concerns of all sites.
On each site that employs Foot Patrol Officers, one
officer will be deemed the Site Manager and will report
daily to the Senior Security Manager.
25. All Signal 88 Security personnel will work together with
onsite Integral Staff and Courtesy Officers. Roving Vehicle
Patrol and Foot Patrol Officers will routinely coordinate
activities, patrols, and relevant information with the
Courtesy Officers. Working with those that have arrest
powers will create an environment that better decreases
criminal activity.
Signal 88 Security Owners, Senior Managers and Officers
will be available to meet with Integral Staff and law
enforcement at community safety meetings to assist in
informing and reassuring residents of the many resources
available at each property
26. The following assessments of each property allow for
the Roving Patrol Officer to be armed with less lethal
Taser devices. The Foot Patrol Officers may or may
not be armed with less lethal Taser devices. This
decision will be made by Integral Management. Signal
88 Security Roving Patrol Officers will all be Taser
equipped.
An armed officer should be a deterrence. We believe
that the criminal element is not necessarily deterred by
a firearm but is more likely deterred by a Taser. Their
thought process is that security is more likely to
“shock” them than shoot them. Deploying a Taser at a
physical threat also carries less liability than shooting
them.
27. Assessment: Gated 154 unit
complex adjacent to Veranda
at Auburn Pointe I,II, and III.
Four buildings and leasing
office with pool.
Vulnerabilities: A transitional
neighborhood with a mid to
high crime rate. Issues will
mainly come from surrounding
area.
Recommendation: Recommend three day time and five night time Roving
Vehicle Patrols. Officers will conduct foot patrols inside each building and
throughout the exterior areas of the property checking gates, fences, vehicles
and all access points to check for all non authorized persons on property.
28. Assessment: A two Phase 376 unit complex
adjacent to Morehouse College that contains limited
access buildings and gated parking lots situated
within City of Atlanta Streets. The leasing office is
located in Phase One and the pool and clubhouse is
located in Phase Two. The property is also adjacent
to Veranda at College town.
Vulnerabilities: Residents include a good number
of college students which may indicate specific
security needs. Both criminal and gang activity has
been noted in the surrounding neighborhood. City
Streets within the community are also a security
concern. The city park located to the west is a
known gathering location that can result in criminal
activity.
Recommendation: Twenty hours per day/one hundred forty per week of Foot/Golf Cart
Patrol. Two officers on duty at the same time one armed with a Taser and one without. These
hours will be flexed daily to ensure better coverage. Four day time and eight night time
Roving Vehicle Patrols. Signal 88 Security will provide a golf cart for more efficient patrol
coverage. Patrol Wand system will also be utilized on this property.
29. Assessment: A gated 384
unit 24 building complex
with two swimming pools.
Vulnerabilities: Property
is located on a hill
surrounded by dense
trees.
Recommendation: 20 hours of unarmed Foot/Golf Cart Patrol per day. One
officer would cover a ten hour shift starting in the early afternoon and the second
coming on duty in the late afternoon, both unarmed. This will give two man
coverage during the busier times of 4p to 12a. Three day time and five night time
Roving Vehicle Patrols will also be added to complement the Foot Patrol. Signal
88 Security will provide a golf cart.
30. Assessment: A gated 112 unit
complex located close to West
End Mall.
Vulnerabilities: High crime
neighborhood with close
proximity to West End Mall
foot traffic. Most security
issues will originate from the
exterior of the property
Recommendation: 18 hours of Taser Armed Foot Patrol per week split between
three random or specific days. Hours can be flexed to increase coverage. This is in
conjunction with three day time and five night time Roving Vehicle Patrols.
31. Assessment: A 421 unit complex
with gated parking areas located
at the old Capitol Homes site.
Vulnerabilities: Area is in
transition but surrounded by other
newer Multi-family housing
communities.
Recommend one Taser Armed Foot Patrol Officer 12 hours daily covering late
evening to early morning hours. Times should be randomly flexed to ensure
better coverage. This in conjunction with three day time and five night time
Roving Vehicle Patrols
32. Assessment: A large 738 unit complex located within Atlanta City Streets with
parking areas that are gated. Various styles and types of structures make up
this complex.
Vulnerabilities: Parking areas are largely in need of gate repair. The property
covers over three square blocks of city streets and is adjacent to both Georgia
Tech and Centennial Olympic Park. This area is a heavy crime area with recent
robberies and assaults in the University neighborhood. Many residents are also
students who can become targets of opportunity.
Recommendation: Two Foot/Golf Cart Patrol
officers working together for a 12 hour shift
each day. One officer will be Taser Armed and
one will not. Signal 88 Security will provide a
golf cart for more efficient patrols. This in
conjunction with four day time and eight night
time Roving Vehicle Patrols
33. Assessment: A 26 unit Special Needs
Complex located near Ashley
Collegetown. Property is fenced and
gated with little parking.
Vulnerabilities: High foot and vehicle
traffic area near the interstate where
vagrants are known to congregate.
Special Needs residents are at times
taken advantage of by individuals in the
area. Gates can also be left open by
residents allowing unauthorized entry.
Recommendation: Three day time patrols and five night time Roving
Vehicle Patrols with the officer conducting foot patrols of the property on
each tour. The high visibility of the Roving Patrol Vehicle and Officer will
deter unauthorized visitors to the property.
34. Assessment: A 94 unit gated complex
located adjacent to Turner Field.
Vulnerabilities: Complex is surrounded
by a high crime neighborhood. Property
is gated and a neighborhood store is
located across the street. Some criminal
activity may be present near this store
and is an area of concern. Most issues
will originate externally due to
neighborhood.
Recommendation: 18 hours of Taser Armed Foot Patrol per week split
between three random or specific days. Hours can be flexed to increase
coverage. This is in conjunction with three day time and five night time
Roving Vehicle Patrols.
35. Assessment: Three buildings
with a total of 324 units located
adjacent to each other in two
separate gated sites. Limited
Access Senior Living.
Vulnerabilities: A transitional
neighborhood with a mid to high
crime rate. Issues will mainly
come from surrounding area.
Recommendation: Three day time and five night time Roving Vehicle Patrols.
A Patrol Tour Wand system can also be utilized at this site.
36. Assessment: One multi level
Senior Living complex containing
90 units with a gated rear parking
area and limited access doors.
Property is located adjacent to
Villages at Carver.
Vulnerabilities: High crime
neighborhood located adjacent to
busy Prior Street.
Recommendation: Three daytime and five night time Roving Vehicle
Patrols. A Patrol Tour Wand system can also be utilized at this site.
37. Assessment: One 100 unit multi level
Senior Living complex with gated
parking area and limited access doors.
Property is located adjacent to Ashley
Collegetown.
Vulnerabilities: Both criminal and
gang activity has been noted in the
surrounding neighborhood. City

sprawling complex located
within Atlanta City Streets with
gated parking areas.
Vulnerabilities: High crime
area with heavy foot and
vehicle traffic in the city streets
that flow through the non
gated sections of the
community.
Recommendation: Twenty hours per day/one hundred forty per week of
Foot/Golf Cart Patrol. Two officers on duty at the same time one armed with a
Taser and one without. These hours will be flexed daily to ensure better
coverage. Four day time and eight night time Roving Vehicle Patrols. Signal 88
Security will provide a golf cart for more efficient patrol coverage. Patrol Wand
