Answer: It is likely to stay high; not recover to pre-recession level
So… What is the current (2014-2015) composition of a typical Part Time Worker?
Answer: They are mostly Women who earn a tad bit higher than Men!
They are mostly White, but in terms of earnings, Asians and Hispanics are
catching up.
Age 25 and over dominate in numbers and earnings among Part Time workers
What is the biggest cost in hiring part time worker Vs. hiring full time worker?
Answer: Its the legally required benefits; not insurance

What sectors should be used as Target for staffing?
As per U.S. Bureau of Labor Statistics report,
employer costs for employee compensation
averaged $33.49 per hour worked in March
2015, the Wages and salaries averaged $22.88
per hour worked and accounted for 68.3% of
these costs, while benefits averaged $10.61 and
accounted for the remaining 31.7%.
If current data on part time workers show wages
and benefits more than target wages and
benefits, then those sectors can be used for
staffing.

Conclusion Fitting Spot has an opportunity to open a staffing service in sectors that have Management, Professional, or Sales part time jobs in companies (that are small enough that they do not need to comply with ACA mandate, and yet pay industry standard wages in these sectors). Such a service is likely to find talent in Southwest and Far West regions for staffing service.
