Leveling the playing field for open source in education and public sectorosswatch
This document discusses leveling the playing field between open source and proprietary software in education and public sector institutions in the UK. It notes that over 90% of higher education institutions and 75% of further education institutions have policies that consider open source software as an option for procurement. However, open source is only equally considered alongside closed source options 25% of the time. The document provides resources for informing, suggesting, challenging, and contributing to the discussion around open source adoption policies.
This document summarizes information about the NEW_InnoNet project. The project aims to establish a stakeholder platform to develop a Strategic Research and Innovation Agenda for transitioning to a circular economy in Europe. It will focus on three waste streams: waste electronics and electric equipment, plastic packaging waste, and end-of-life vehicles. The project brings together industry, policymakers, waste managers, technology providers and others to identify bottlenecks in current material loops and develop solutions through business-driven innovation to close material loops and transition from a linear to a circular economy approach.
This document summarizes the experiences of POLIGHT, an R&D cluster in Spain with 130 member enterprises working in sustainable building and hydrogen technologies. The cluster aims to foster collaboration between research centers and enterprises to develop innovative technologies. After 3 years, the cluster recognized a need to strengthen the transition of R&D outcomes to the market. The cluster is supported by regional funds, member fees, and other national and EU programs. In the future, less funding is expected for cluster management, so the cluster needs to offer useful services to justify higher membership fees. Examples of services include technological foresight, internationalization support, innovation supply chain development, and interfacing with public authorities.

This document discusses techniques for detecting recycled integrated circuits (ICs) using on-chip sensors. It proposes two sensor approaches: 1) A ring oscillator (RO)-based sensor that compares the frequencies of a reference and stressed RO to detect aging effects from prior usage. 2) An anti-fuse (AF)-based sensor that records usage time data in a one-time programmable memory that cannot be erased, to make the sensor tamper-resistant. The AF-based sensor is preferable as it is not impacted by process variations and can detect very short usage periods better than the RO-based sensor. Both sensor types aim to reliably identify recycled ICs.

The media plays some role in promoting regional cooperation in South Asia but also faces several challenges. Media ownership is concentrated among a few families and there is lack of understanding about neighboring countries. While some initiatives like SAFMA have helped networking, more can be done to encourage collaborative journalism and highlighting common issues. Governments and institutions must support greater media exchanges and connectivity to help people in the region understand each other better and alleviate misunderstandings. Overcoming issues like political influence and focusing on each other positively could help media strengthen its role in regional cooperation.
The document analyzes the poverty impacts of changes in agricultural commodity prices in Argentina through ex-ante simulations. It estimates price elasticities to model how international agricultural price increases are transmitted to domestic prices and wages. Simulation results show price increases negatively impact poorer households' welfare, with some experiencing over 10% expenditure losses. An estimated 250,000 additional households would fall into indigence and 365,000 into poverty. Eliminating value-added tax on food and beverages could help mitigate impacts for poorer households. The analysis reveals dependence on agricultural exports can exacerbate inequality as aggregate impacts of price increases are negative despite some groups benefiting.
1) The document analyzes income gaps between immigrant and native children in Sweden over three time periods: 1983-1985, 1995-1997, and 2008-2010. It finds large and widening gaps between immigrant children from Turkey and surrounding regions compared to native Swedish children.
2) The gaps in income levels increased rapidly from 1983/85 to 1995/97, with little change thereafter. However, differences exist between countries of origin, with some like Bosnia seeing decreases in gaps while others like Somalia increased.
3) By 2008-2010, the majority of children from Somalia, Iraq, Lebanon, Syria and Afghanistan had incomes below 60% of the median in Sweden, indicating high rates of relative income poverty.
The document discusses a fireball disaster that took place in Tianjin, China one month ago. The Chinese government is still investigating what caused the event and searching to determine why it happened. The fireball caused significant loss of life in Tianjin.
This paper examines revisions to global income comparisons between the 2005 and 2011 rounds of the International Comparison Program (ICP). It finds that the 2011 ICP showed most African and Asian countries as richer than expected based on extrapolating 2005 data. The author proposes adjusting the 2005 PPPs to make them more consistent with 2011 by backcasting from 2011 and preserving regional GDP shares. This "Deaton-Aten adjustment" substantially reduces inconsistencies between the two rounds, though a 17% discrepancy remains even for the short period between 2005 and 2011.

Ernesto "Che" Guevara was a revolutionary born in Argentina in 1928 who became a symbol of revolution. He studied medicine and traveled through South America, experiences that radicalized his views. He joined Fidel Castro's rebel army in Cuba's revolution against Fulgencio Batista in the 1950s. After the 1959 revolution succeeded, Guevara held several positions in Castro's new government. He eventually left Cuba to foment revolution in Congo and Bolivia, where he was captured and executed in 1967 at the age of 39. Though controversial, Guevara remains an iconic figure of leftist ideology and anti-imperialist struggle.
