 BPS-Statistics Indonesia conducts Susenas annually using 2
questionnaires, i.e., core queationaire collected annually and
three module questionnaires that each of them is collected 3-
yearly along along with the core. The sample size was about
70,000 households for the Susenas conducted in March and
about 290,000 households conducted in July.
 Beginning 2011, the core questionnaire and module
questionnaire on income and expenditure are collected
quarterly with sample size 75,000 households selected from
7,500 census blocks. In 2012, module questionnaire on
education cost, progress on welfare perception, socio cultural
activity will be conducted in September 2012.

 Three module questionnaires collect information on: (1) health,
housing, home environment; (2) Education cost, progress on
welfare perception, socio cultural activity, criminality; and (3)
Income and expenditure
 Core questionnaire collects basic information on demography,
criminality, education, health, employment, housing, fertility and
family planning practices. The survey uses the definition of criminal
victim is one whose life, body, honor, or property is damaged or
lost due to a criminal act. There are 2 questions on crime acts
collected: (i) Victimized by any crime last year? (ii) Has the crime
been reported to police?
 The victims of crime act, will be asked to describe the kind of crime
acts: theft, robbery, homicide, fraud, rape, and others.

 The police headquarter produces information on crime acts and
crime victims regularly. The statistics on crime produced is based
on compilation on crime acts reported by victims to police
department through out the country.
 The data is hierarchically reported by police offices in subdistrict to
districts police offices. District police offices then investigates those
crime acts to determine which crime acts is considered as crime by
criminal law.
 District police then reported only those crime acts to provincial
police offices and the police officers from provincial office examine
the report from district before sending to police head quarter.

 This administrative statistics produced by police head quarter is
most likely underestimate compare to statistics produced by
Susenas.
 For 2010 statistics on crime for example, there were 332,490 crime
acts according to police report while 3,062,989 crime acts reported
by Susenas, however, only 593,373 crime acts reported to police by
victims according to Susenas.
 Because police only follow up the crime acts reported by the
victims then we can compare the statistics reported by police and
Susenas based on the same basis. The difference between number
of crime acts reported by police and the number reported by
victims to police is 260.883 crime acts.

BPS Experience on Collaboration with other
Data Producers
 BPS, the Supreme Court, the Department of Justice (now the
Ministry of Law and Human Rights) and the Indonesian National
Police cooperated routinely to release a book entitled: “Criminal
Statistics” containing a collection of criminal statistical data
pertaining to the police, courts and prisons all over Indonesia.
 This series started in the 1970s. In 1980, the concept of the
Criminal Statistics book changed in that the data were no longer
presented in a single book but in separate series.
 This series contained the following titles: Criminal Statistics from
Police Data Sources, Criminal Statistics from Court Data Sources,
and Criminal Statistics from Prison Data Sources. Such statistical
books continued to be published by public institutions until the
beginning of 1990.
