sequence of high school courses

It is a problem faced in many school
districts, but notably in Oakland Unified.
It is when a student receives the grade
of a D, it is passing for high school but
not recognized as a passing grade for
colleges. Due to this, a student with a D
cannot take summer school in the
district. They must find alternative ways
to make up the grade.
