86 Centimeters, which is equal to 0-to-24
month’s Size Range.

3. * If a garment has a front opening with a
directional closure (example: buttons), a gar-
ment which closes “left over right” is to be for
Men or Boys. A garment that closes “right over
left” is to be for Women or Girls. Related to all
garments, this rule is final unless the garment’s
cut indicates it’s for the other sex.

4. * If garments can’t be identified as either Men’s or
Boy’s, or as Women’s or Girl’s garments, the
garments must be classified specifically under
the Women’s or Girls’ HTSUS Headings.

5. * Garments which cover the body from the neck
or shoulders to the waist or below.
* Measured in the direction the stitches were
formed, there should be 9 stitches or fewer per
2 centimeters. Legal Reference: Chapter 61,

* May have any collar treatment type, including a
hood or no collar, or any neckline type.

* ample: hemmed, rib knit, elastic, drawstring,
etc.).

9. * Worn on the upper body, the Pullover-style gar-
ments reach to the waist or below.
* Significantly napped on the inside surface only,
the garment’s body consists of close-knit, un-
patterned fabric.
* Must have more than 9 stitches per 2 centi-
meters measured in the direction the stitches
were formed.
* Snug fitting bottom and cuffs (example: rib knit,
elastic, drawstring, etc.).

10. * May have a wide variety of neck treatment types
(example: crew, boat, V-neck, hood, turned
down collar).
* May have a partial neckline opening.
* Long or Short sleeves.
* May have pockets.

11. EXCLUSIONS:
* Sweatshirts with full front openings may be
classified as Jackets, Cardigans, or Shirts.
* Thermal-lined garments are not included, as de-
pending on its features, can be classified as a
Jacket (Heading 6101 or Heading 6102) or a
Pullover (Heading 6110).

12. * Upper body garments resembling a sleeveless
Sweater or Jacket.
* Oversized armholes.
* Designed for wear over other outer garments
(example: Blouses or Shirts).
* Extends to the waist or slightly below.
* Traditional Waistcoats (Vests) are short, close fit-
ting garments with a full-front, buttoned open-
ing, frequently with a v-shaped form at the bot-
tom of the front panels. Can function as part of a
three-piece Suit.
