IPLEMENTATION
OF THE BILINGUAL
EDUCATION
POLICY
PRIMARY
GRADES
What is primary
grades?
primary grades
Primary education also called elementary
education.
The term primary grades describe the
kindergarten to grade 3 years in elementary
school.
During this phase of schooling, children
experience rapid growth and development.
what do you think are the
languages used as the
medium of instruction in
primary grades during the
implementation of
bilingual education
policy?
• Teachers believe that use of
Filipino as a medium of instruction
promotes oneness in thought as a
nation and pride in being Filipino,
preserves cultural and national
identity.
PRIMARY GRADES
• Promote development of reading skills
because Filipino is language of mass
media which most children have a access
to.
• Children were observed to learn Filipino
easier because of regular transparent
orthography and mother tongue of
children have Filipino vocabulary.
PRIMARY GRADES
• Children use Filipino in learning civics
and culture (sibikaat kultura) in Grade 1
to 3, Geography, History and
Civics(Heograpiya, Kasaysayan at sibika
) in Grade 4 to 6,Makabayan which
includes Character Education,
MusicArts, and Physical Education in
Grades 1 to 6 HomeEconomics and
Livelihood Education
(EdukasyongPantahan at
Pangkabuhayan) in Grades 4 to 6
• Filipino and English learned as subjects
in all grade Levels
• Children learned Mathematics Grade 1 to
6 and Science Grade 3 to 6 in English
Study in Basic Education Reform Agenda
(BESRA) in 2005 showed that abilities of
Filipino children to transfer literacy skills
from Filipino to English were demonstrated
in word reading/decoding abilities
But lack of linguistic or language
competence compromised English language
performance because it lacked direct route
to sentence comprehension
Conclusion
Filipino learners have better opportunities of
becoming proficient in two languages,
Filipino and English
Use of mother tongue should be
strengthened in early years of education
(Preschool, Grades I and Il) so that
development of critical thinking abilities
could be strengthened
