Imagine Cup Indonesia 2015 |World Citizenship Competition
BACKGROUND
Government through its two vital branches, i.e. legislature (Dewan Perwakilan
Rakyat/DPR) and judiciary (Mahkamah Agung/MA and Komisi Yudisial/KY), play
significant roles that directly impact people lives. Their decisions in the forms of
legislation and court judgment will decide fate and path of many conflicting interests.
To make sure that what they legislate will be for the sake of public interest, and
judgment they render will be for the sake of justice, an effective tool to enable
communication and feedback between community and their DPR and MA/KY will
help both government branches improve their constitutional mandates to serve the
public interests and to preserve justice above all. This tool will serve both purposes:
firstly, to enable DPR and MA/KY to benefit from public review over draft
legislation, and public oversight over courts judgments, and secondly to allow public
participation and oversight in law making process and judiciary performance. Both
are vital to the successful functioning of democracy and the rule of law.
APPLYING UNDER THIS THEME
Applications should focus on the creation of software products that run for free on
the web and mobile device across all major mobile phone operating systems that
enable governments and public/interest groups to:
• Benefit from the power of social media, such as Facebook and Twitter
• Share draft legislation of local or central government, and court judgments
• Allow a practical interface to connect the legislature and judiciary and public
at large
• Generate comprehensive reports and commentaries from the public, and
connect it to other application, such as online petitions
Application must uphold strict privacy policies to ensure that public feedback is
aggregated and anonymized for statistical purposes, rather than individualized
response.
THEME CONSULTATION
Semi-finalists for this theme will consult with the U.S. Agency for International
Development Mission to Indonesia Sr. Rule of Law Specialist: Dondy Sentya
(dsentya@usaid.gov). Consultation can also involve relevant Government branches,
such as DPR and MA/KY

Democracy - Focus on creating software products that help governments and public/interest groups to connect people
with legislation, use social media to raise awareness for important issues, and improve the communication platforms of
the legislature and judiciary.
Education - Focus on the creating software products that address issues involving course content, administration, class
participation, connections to home, and connections to the world.
The environment - Focus on creating software products that raise awareness, educate the public, and monitor/assess the
situation of the following topics: climate change, biodiversity, clean energy, integrated pest management, and sustainable
palm oil.
