Organics - Regulation 848/2018 (Water Quality for Mussels) & Irish
Organic Salmon (increased pressure on Market share)
Increased Costs – EU Commission activated crisis fund for fisheries
and aquaculture
EMFAF crisis mechanism temporary measure – 24th February 2022 until the end
of 2022
Member States must include in the next version of their EMFAF programme
Common Fisheries Policy Review group – the current CFP Regulation
(Regulation EU 380/2013) concludes at the end of 2022, Review
group
Seafood Taskforce & BAR funding – IFA contributed to numerous
discussions, proposals and submissions - €60m Aquaculture Fund
SEAFOOD TASKFORCE REPORT
• Final Report Published – 11th Oct 2021
‘thriving and dynamic Irish aquaculture sector, not limited by quota, has the
potential to mitigate some of the damage caused by the TCA through
providing opportunities in the seafood sector that would otherwise be lost,
while creating jobs and economic activity in our coastal communities.’
• Taskforce Recommendation: €60m fund for Irish Aquaculture –
Brexit Adjustment Reserve fund/EMFAF
‘Develop Irish aquaculture to mitigate against the negative impacts of Brexit
that have been most pronounced in other sectors of the Irish seafood
industry.’

AQUACULTURE IS PART OF THE
SOLUTION
Aquaculture production will be key to meeting global demands for seafood produce in the
coming years - Irish Aquaculture production needs to be part of meeting these demands
Smarter, more efficient food production systems needed to increase production sustainably
and ensure secure food sources into the future
Research and innovation are key drivers accelerating transition to sustainable, healthy, and
inclusive food systems from primary production to consumption
Aquaculture contributes to meeting Climate action targets - carbon sequestration value,
carbon efficient food production, renewable energy sources and creating smart jobs with
investment in adaptive technology
Significant investment is required for innovation in Irish Aquaculture - provides employment
opportunities in the Irish Seafood sector sustaining coastal communities
Aquaculture is part of the solution !

  1. Appointed in April 2019, 9 years experience in working with the Irish aquaculture industry; Previously worked with the MI Providing regulatory advice on fish health matters, scientific research on emerging aquatic diseases and liaising regularly with the aquaculture industry.

  3. Molluscan Shellfish Safety Committee (MSSC) & Classification group – representative for shellfish producers and also nominee on MSSC management cell to provide decision making input on behalf of the industry in the event of prolonged closures of shellfish producing areas.   4. Implementation of Aquaculture licensing review recommendations – IFA Aquaculture seeks a clear commitment from the Minister with regard to an implementation plan that prioritises and gives clear timelines for each of the recommendations outlined in the review. These guidelines will be an update of the previous guidelines drafted in 2013 and will be in line with Member States updates of National Strategic Plans. The EU Aquaculture Advisory Council (AAC) has been working over the past few months to prepare a recommendation on these guidelines – IFA Aquaculture continues to contribute to this work. A public consultation process on the draft guidelines is expected in early 2020, where all interested parties will have an opportunity to contribute. IFA Aquaculture is represented on the Marine Spatial Planning Advisory Group. IFA Aquaculture prepared a submission on the Marine Planning Policy Statement, and is engaged with the current public consultation process on the draft National Marine Planning Framework. IFA Aquaculture continues to highlight the positive aspects of Irish Aquaculture and the role Irish Aquaculture has to play in sustainable food production. Seafood Taskforce - IFA Aquaculture accepted the Minister’s invitation to participate as part of the recently convened Seafood Taskforce, which provides an opportunity for Irish Aquaculture to contribute to initiatives and developmental strategies to strengthen and enhance coastal communities dependent on the seafood industry, and to build a platform for meaningful development of a sustainable Irish Aquaculture industry.
  5. Additional energy costs can be covered by the compensation if they are linked to the market disruption caused by the military aggression of Russia against Ukraine. Increased the prices of energy and raw materials, generating very high additional operating costs and tight profit margins in the fishery, aquaculture and seafood processing sectors.  Financial compensation to operators of the fishery, aquaculture and processing sectors for their income foregone and additional costs stemming from the current market disruption. Financial compensation to producer organisations if they implement the storage mechanism of the common organisation of the markets (“storage aid”). The EMFAF crisis mechanism is a temporary measure. It applies retroactively as of 24 February 2022, the date of the start of the aggression of Russia against Ukraine, and will last until the end of 2022.
  6. EU Strategic Guidelines for sustainable aquaculture, the European Green Deal and the Farm to Fork Strategy which underline the potential of farmed seafood as a source of protein for food and feed with a low-carbon footprint which has an important role to play in helping to build a sustainable food system.
