These expressions refer to exaggerating the importance or size of something small. "To make an elephant of a fly" means to make something seem much bigger or more significant than it really is. "To make a mountain out of a molehill" also refers to blowing things out of proportion or making a small issue seem hugely important. Both expressions are used to describe when minor issues are exaggerated.
