HVIDERUSLAND SOM MIDTPUNKT
Hviderusland blev selvstændigt i 1991 og er en af de rigeste republikker i det tidligere
Sovjet. Landet styres af præsident Aleksander Lukasjenko. Mere end 70 procent af de
økonomiske aktiviteter i Hviderusland ejes og varetages af staten. Der er en politisk
vilje om at privatisere en større del af de statslige sektorer, men dette er vanskeligt
og vil have langvarige udsigter på grund af det tunge offentlige system.
For nye aktører i Hviderusland vil det være nærliggende primært at koncentrere sig
om den private sektor, men også dér er det altafgørende at kunne affinde sig med
indflydelsen fra det store offentlige system – og kunne begå sig i dette. Så den
statsejede sektor bør derfor også indgå i overvejelserne.
Den Hviderussiske tankegang går i høj grad ud på, hvorledes man kan bidrage til
staten frem for egen vinding. Denne filosofi er lidt atypisk for de øvrige lande i
Østregionen, hvor man i højere grad tænker på egen gevinst og præstige.
Hviderusland har en tung industrisektor samt en stor landbrugssektor. Dette betyder,
at landet ikke importerer store mængder af madvarer. Uddannelsesniveauet gør, at
industrien har jævn tilgang til kvalificeret arbejdskraft.
Hviderusland er afhængig af energiimport, og Rusland forsyner landet med billig gas,
hvilket er afgørende for, at det økonomiske system kan fungere. Energieffektivisering
er derfor en stor del af Hvideruslands 2020 plan. Energiressourcer skal komme fra
vindenergi, biogas, solenergi og vandenergi – Hviderusland vil i langt højere grad
drage nytte af landets egne ressourcer.
Udover industri og landbrug har Hviderusland et stort antal af små og mellemstore
softwarevirksomheder. 95 procent af IT-opgaverne sælges til udenlandske
virksomheder.

HVIDERUSLAND OG EU
Økonomisk samhandel mellem Hviderusland og EU har en rig historie og har et endnu
større potentiale. EU har altid vist stor interesse for landene i øst. Dette skyldes ikke
mindst deres placering.
EU er en af de største investorer i den Hviderussiske økonomi og den andenstørste
handelsparter – kun overgået af Rusland.
EU's eksport består hovedsagligt af maskiner og udstyr. Disse er vigtige redskaber til
at modernisere den Hviderussiske økonomi. Medlemskabet i toldunionen gavner
ligeledes samhandlen med EU.

Det er i langt højere grad nødvendigt at kigge på Hviderusland som en destination til

EN ØKONOMI I FREMGANG – JOKEREN ER PRIVATISERING!
Hviderusland oplevede i perioden 2001-2008 stor økonomisk vækst. BNP voksede
med 8,3 %, og som er højere end hvad Europa oplevede. Hviderusland blev som så
mange andre lande også ramt af Finanskrisen. Denne havde stor indflydelse på
Hvideruslands eksport hovedsagligt til CIS-regionen og specielt Rusland. Den
Hviderussiske Rubel (BYR) og den gennemsnitlige realløn led store fald.
En stram finanspolitik har de senere år i et vist omfang fået genoprettet stabiliteten i
Hvideruslands økonomi.
Der er tre elementer, der gør sig gældende, når man snakker om strukturelle
udfordringer i økonomien.

Udviklingen af produktiviteten i ikke-energi sektorerne er stagneret

KORRUPTION – EN HALV SANDHED
Hviderusland har høj korruption, og kæmper med høj arbejdsløshed. Hviderusland
fremstilles ofte i medierne som ”Europas sidste diktatur”. Officielt betegnes landet
som en demokratisk og præsidentstyret socialstat.
Den dominerende offentlige sektor blev ramt af samme strukturkrise som de øvrige
ex-sovjetiske republikker. Den efterfølgende social-økonomiske ustabilitet og
omfattende korruption blev de udfordringer, Lukashenko i 1994 forholdt sig til. Han
ændrede i 1996 forfatningen således, at landet både opgav resterne af sovjetsystemet
og de elementer af borgerlig parlamentarisme, der var i støbeskeen. Siden har han
siddet på magten.
Hviderusland klarer sig dårligt sammenlignet med andre lande i forhold til
korruptionspresset, man oplever, når man laver forretning i Hviderusland.
Korruptionen forekommer både i den offentlige og private sektor. Nedenfor er vist en
grafisk illustration af de hviderussiske anliggender.
På den anden side beretter flere forskellige brancher, at den synlige korruption i
landet foregår i mindre udstrækning end tidligere. Derudover er transport og passage
priserne faldet. Virkeligheden omkring de egentlige korruptionsforhold kan derfor
være vanskelige at få et entydigt billede af – Derfor er det ikke altid nok kun at kigge
på de offentliggjorte målinger.
