This document discusses how supporting the social and human capital development of children with disabilities can help them achieve positive outcomes related to education, daily living skills, communication, and social skills. It examines programs and services that have evidence of improving outcomes for employment, earnings, community participation, self-determination, and independent living. While many outcomes focus on life after secondary education, some services could provide near-term benefits for children and youth, such as increased participation in goal setting. The key conclusion is that supporting child development has a large economic impact, and this analysis builds on previous work about fulfilling children's potential.
