This document is a speech given by Howard Gutman, the U.S. Ambassador to Belgium, about U.S.-European relations from the perspective of Belgium. He discusses how relations between the U.S. and Belgium had become "frosty" in the mid-2000s due to policy disagreements, but have since improved. He credits the improvement to rebuilding relationships with Belgian citizens and changing public opinion through outreach efforts. Polls show Belgian views of U.S. leadership have become much more favorable. Gutman argues that studying Belgium provides important lessons about diplomacy and foreign relations.
