The Indian Parliament passed the Right to Information Act of 2005 (RTI) “to provide for setting out the practical regime of right to information for citizens.” All of India’s States and Union Territories are covered by the Act, with the exception of Jammu & Kashmir, which is governed by a State-level law. According to the Act’s requirements, any citizen (aside from residents of J&K) may ask a “public authority” (a body of government or “instrumentality of state”) for information, and the latter is obligated to respond quickly or within thirty days.The Act also mandates that all public authorities computerize their records for widespread distribution and proactively disseminate specific types of information so that individuals have the fewest options when making formal requests for information. The Parliament passed this law on June 15, 2005, and it became fully effective on October 13, 2005. The Official Secrets Act of 1923 and other specific legislation placed restrictions on information disclosure in India up to this point, but the new RTI Act now loosens those restrictions.

Brief Registration rules
1. Every person shall be liable to be registered under GST if the total turnover (including exempt supplies) crosses the of Rs.20 lakh in a financial year. However, for north eastern states, the turnover limit is Rs.10 lakh.
2. To be eligible for GST registration, the person must have a valid PAN number (passport in case of non resident).
3. The GST registration is taken from the place where supply is executed. E.g. Mr. A is selling goods from his godown in Laxmi Nagar Delhi, and then he is liable to take registration from Laxmi Nagar, Delhi.
4. Turnover for registration is to be calculated on all India bases and not on state wise.
E.g. if you have business one at Delhi and another is in Uttar Pradesh, then for GST registration the total combine turnover of Delhi and UP is to be taken.
5. Person must apply for GST registration within 30 days of becoming liable for GST registration.
6. If a person wants to add a branch outside the state, then he shall need to apply for another GST registration in the respective state.
7. A person registered under GST voluntarily shall need to comply with GST like any other registered person.
Mandatory Registration
Further, there are another categories of taxpayers who are required to take GST registration in India irrespective of the turnover, i.e. even if the person has Re.1 turnover, he needs to get GST registration if he falls under the categories of mandatory registration.

• Requirements- pen, one page, Rs.10/-(if you are

• Sign it, write down Indian postal order
number or cheque number under enclosure.
• If you are BPL person then attach a copy of
your BPL card.
• If you are sending it through post then Attach
completely filled Indian Postal Order of

8. Fee payments
• Fee for information can be paid through Indian
Postal Order (IPO), cheque or by cash in person
in concerned office.

9. How to get IPO and fill it.
• Go to any post office.
• Ask for the IPO of Rs. 10/- which costs Rs.11/-
( Rs.1/- is commission).

11. • In ‘PAY TO’ column write down as ‘Account
officer’….and name of the office.
• In ‘SENDER’ column write down your name
and address.
• In ‘AT THE POST OFFICE AT’ write down name
of the town where the concerned office is
situated.
• Fill the left portion accordingly and tear it off
as it is receipt of your IPO.
• Note down the number of the IPO.

13. Posting of an application
• Always do post by registered post/ speed
post as government officials are notorious for
their apathy towards RTI applications.
• Preserve the receipt of registered post/speed
post for the proof.
14. Response time………
• Maximum response time from the
government official is 30 days but be ready for
the total absence of information if you had
asked some uneasy questions.
• If you don’t get the response from the official
within 30 days be ready for the first appeal.
• If you are more interested you can visit
government sites for rules and regulations or
contact us (Contact info in last).
15. How to do first appeal
• Write down another letter to First Appellate
authority in following format.
• Maximum response time is 30 days from the
First Appellate but in exception circumstances
it is 45 days. But in no case more than 45 days.
