Fading in video in Premiere Pro can be done by adjusting the opacity of clips over time. You can apply a fade effect to the beginning of a clip by selecting it and going to Effect > Video Transitions > Fade. Adjust the duration of the fade by dragging the end of the effect clip. Alternatively, keyframe the opacity property of a clip to gradually increase it from 0% to 100% over the desired number of frames.
