Who should cut how much? What should be the limits as all nations do
not emit equally?
1 Today’s richest nations (US, EU) used coal (largest source of global
greenhouse gas emissions) as energy source for development. But they
want LDCs (lesser developed countries) to cut use of coal. Not
happening so easily, say rest of the world

emissions, saying rich nations are to blame

they want emerging economies, including India, too to contribute

targets
➤ EU will cut its emissions by 40% from 1990 levels, by 2030
➤US will cut by 26% to 28%, from 2005 levels, by 2025
➤China says emissions will peak by 2030, and reduce after

6. WHY IS INDIA CRITICAL?
With population growth from 1.2 billion to 1.5 billion by 2030 and a commitment to
annual economic growth of 8%, India’s emissions could increase more than three
times by 2030
1. India has set no targets. Its argument is the burden must fall on countries
responsible for global warming, not developing nations only beginning to grow
2. India says it accounts for only 3% of energy-related CO2 emissions since 1890
3. In per capita terms, India’s emissions stood at 1.6 metric tonnes in 2014—
roughly 10% of the level for the US and a quarter of the level for China
4. India has said it does not believe the forecast of 2.7°C rise because there will be
technological developments in the coming years that will curb the increase
5. India wants whatever accord comes out of Paris to be reviewed every 10 years;
Brazil, like the US, favours a fi ve-year review cycle
