A celestial being offers the Boov gifts of infinite knowledge and space candy, but the Boov's rules prohibit such things. Tip becomes frustrated with the rules and convinces Kyle to take a vacation so she can become the new rule maker. Oh agrees to teach Tip the key Boov rules, but there are so many rules that even a summary by Stephen Fry takes a long time to get through. Tip questions why the Boov can't have more freedom with things like how they curl their nostrils.
