HISTORY OF THE GIRL
SCOUT MOVEMENT
INTRODUCTION TO THE SCOUTING
MOVEMENT
•It was started in 1906 by an Englishman
and an army officer named Robert
Baden-Powell. From that time on to the
present, Scouting had a great impact on
young people all over the world.
• Known as B-P
• was born on February 22, 1857 in Paddington,
London
• In 1876, he went to India as a young army officer
and specialized in scouting, map-making, and
reconnaissance.
• In 1907, he held an experimental camp on
Brownsea Island, Poole, in Dorset, to try out his
ideas on scouting.
• He brought together 22 boys, some from private
schools and some from working class homes and
took them camping under his leadership.

•Scouting spread quickly throughout the British
Empire and to other countries until it was
established in practically all parts of the world.
•In 1909 at the at the Crystal Palace rally of the
Boy Scouts in England, a group of uniformed
girls came out in the open and voiced their
appeal to B-P to form a similar movement for
girls.
•He requested his sister, Agnes Baden-Powell to
help im to start a movement for girls.
•The girls were called “Guides” and they
accepted the feminine adaptations.
•The Girl Guiding movement swelled all
over England at much the same rate as
the Boy Scouting movement.
•In May 1910, Agnes Baden-Powell
became the first President of the Girl
Guides.

•At the age of 53, B-P retired from the army
in 1910, on the advice of King Edward VII
who suggested that he could now perform
greater and more valuable service for his
country within the Scout Movement.
•He traveled to all parts of the world
wherever he was most needed to encourage
growth and give inspiration to Boy Scouts
and Girl Guides.
Three women, in so far as the Girl Scouts of the Philippines is
concerned, had shaped and contributed greatly to the Girl
Scouting/Girl Guiding World.

Clair Soames, came quietly
into the movement when
she met B-P and married
him in 1912.
•B-P and Lay Olave (born in
1889) were born on the same
day, February 22.
•That day is celebrated throughout the Girl
Guiding and Girl Scouting World as World
Thinking Day. – a day when Girl Guides and
Girl Scouts think of their founders, think of
each other, give thanks, and show their
appreciation for the international friendship
alive movement.
•She visited the Philippines twice.
•1st
– March 25-27, 1958 as part of her
travel itinerary in Asia
•2nd
– October 11, 1966 during the
Closing Ceremonies of the GSP’s 25th
Anniversary held at Luneta
Grandstand.
JULIETTE GORDON-LOW
•“Daisy”, a woman of means
from Savannah, Georgia and
widow of an Englishman named
William Low.
•From childhood she had been
fondly called “Daisy” like a
beautiful attractive Sunshiny
flower.
•In 1911, Juliette met Sir Robert Baden-Powell in
England. She was impressed by what he had
bbeen doing in the Scouting movement. Juliette
Low had been searching for such a movement
like this and she was excited to join B-P in his
adventure.
•March 12, 1912, first troop meeting of Girl
Scouts in United States was held in Savannah.
Participated actively as valued citizens who
were concerned about their future.

MOVEMENT ARRIVES IN
THE PHILIPPINES

•Founder of the Girl Scouts of the
Philippines

•Well-known and respected social
worker and civic leader from Dingras,
Ilocos Norte.
•She had worked very hard to uplift the
condition of needy and disadvantage
people.
•Because of historical and political links of the Philippines
with the United States, Scouting found its way to
Philippine shores very easily.
•In 1917, there were troops organized by American Army
and Navy Families in various parts of the Philippines.
•In 1918, lone troops were found to be in existence in the
islands. Some of early troops were organized in Davao in
1918 , in Capiz in 1926, and in Mountain Province
(CAR) in 1928.
•Several of these troops were organized by missionaries.
•In 1925, had studied in the United States for her Master’s
Degree in Social Work from Columbia Uniersity.
•In 1933, returned to the United States to undergo
training in Girl Scouting. Her trip was sponsored by
Jospeh E. Stevenot of the Boy Scouts of the Philippines,
Gneral Vicente Lim and his wife, Mrs. Pilar Hidalgo Lim,
who was the President of the National Federation of
Women’s Clubs, and an active supporter for women’s
suffrage.
•In 1965, celebrated the Silver Jubilee of the Girls Scouts of
the Philippines, special events and service projects were
calendared year round.
•Lady Olave Baden-Powell (The World Chief Guide),
arrived in Manila in December 1965 and was saluted by
more than five thousand Girl Scouts at the Pasasalamat
held at Luneta Park.
•The GSP was presentef the Walter Donald Ross Trophy
Award in 1965 for its outstanding service preoject
rendered to children of evacuees who were victims of
the eruption of Taal Volcano.
•On June 2, 1975, Presidential Decree 720 was signed,
authorizing the restructuring of the GSP.
•March 19, 1976, the new GSP Constitution and By Laws
were ratified and confirmed.
